LOS ANGELES COUNTY REGIONAL DATE January 5, 1993 PARR AND OPEN SPACE DISTRICT SUMMARY_: This report transmits to the City Council the proposed timeline for the implementation of the Los Angeles County Regional Park and Open Space District. BACKGROUND• The November 1992 ballot included Proposition A which passed forming the Los Angeles County Regional Park .and Open Space District. This is a special benefit assessment district formed to allow the County Board of Supervisors to levy assessments against real property within the county in order to repay a $540 million bond issue over a 22 year assessment period (County of Los Angeles Landscaping & Lighting District No. 92-1). Contained in the act are three general areas of funding: specific projects, competitive grants, and per parcel funds. Funds from this open space district may only be used to fund park, recreation, and related public improvements and to pay the principal and interest on the bonds. Under the Los Angeles County Regional Park and Open Space District the Board of Supervisors is designated as the governing -.body. The Los Angeles County Department of Parks & Recreation is the administrator of the program with.responsibilities for developing the timeline. Staff has been in contact. with the Los Angeles County Department of Parks & Recreation. to determine what the timeline for the program will be. Additionally, .weare in the process of developing a list of potential projects that can be considered.by the City Council for submission under the competitive grant category. The attached letter from the Los Angeles County Department of Parks & Recreation delineates a .preliminary timeline and states that additional information will be disseminated to cities in. January 1993.. We will continue to follow-up on the process for distribution of funds and information under this act. RECOMMENDATION• It is recommended that the City. Certainly a dial thanks goes to the "Yes On Prop A Fifth District Committee" and in particular to Esther Feldman, Steve Kelly and Xavier Sibaja whose hard work and tireless efforts significantly contributed to the 64 o voter approval of the Act. The opportunity is now present to demonstrate to the voters that public confidence in government to improve the recreational environment of their communities, as provided . for under Proposition A, is fully justified. PARK AND RECREATION On Tuesday, December 22, 1992, the Board of Supervisors authorized COM1V1Iss10N various County departments to initiate activities to administer the James Bishop Regional Park and Open Space District created by passage of the Act.. Arturo Chayra George Ray A crucial first step that is now underway involves updating Of the Douglas Washington Assessor's property database so that all eligible parcels are assessed in accordance with the Act. As it is estimated that 135,000. parcels need to be updated, this process may take several months to complete. An . updated database will ensure that everyone pays the appropriate assessment as specified in the Act. The attached preliminary timelines are for the three general areas of funding: specific projects; competitive. grants; and. per parcel funds. We would appreciate information on the status of each specific project in your jurisdiction named in Prop A including: — the name of the specific project; construction time line including starting date and completion date; — status of plans and specifications; — the project amount authorized by the Act; — and the name of your agency's representative for all future correspondence. The Attached Form has been provided for your convenience. You will note that the proposed timeline indicates more information willbe distributed in January 1993.
