Thomas SUBJECT: CITY PROJECT SP 93102 APPROVE PLANS AND SPECIFICATIONS BUS STOP PADS IMPROVEMENTS AGENDA ITEM NO. 0-1 DATE JANUARY 5, 1993 SUMMARY: This project consists of removal of distressed asphaltic pavement in the area of bus stops and replacement with concrete pavement along Sunset: Avenue between West Covina Parkway and Delvale Street. A total of seventeen (17) bus stop pads will be installed at the estimated total project cost of $175,000. In the past, the City's Maintenance Department has, on numerous occasions, repaired the pavement of the bus stops area on various streets. These repairs have been relatively short- lived because of continuing deterioration caused by the arrival and departure of buses. Staff proposes reducing maintenance costs, as well as inconvenience to the traveling public, by constructing longer -lasting improvements at bus stop locations. Since 1984, the City has constructed about 98 concrete.pads approximately 250 feet long by 10 feet wide at various bus stop locations Citywide. As a result, satisfactory pavement condition has been maintained at the locations without need for continuing repairs. Plans and specifications have been prepared for the construction of seventeen (17) bus stop pads along Sunset Avenue between West Covina Parkway and Delvale Street, and will be available at the Council Meeting on January 5, 1993. The project consists of removal and hauling of existing asphaltic pavement and replacing it with the concrete pavement including all incidental and appurtenant work. There is a need for a maintenance program to cost-effectively preserve existing -- infrastructure. This project will reduce potential public liability, restore the design of the street drainage pattern, extend the life of the street, and reduce maintenance costs. Pursuant to California Environmental Quality Act, State Guidelines, Section 15302, Class 2, the aforesaid improvements are of a minor nature and, therefore, the project is categorically exempt from the requirement for an Environmental Impact Report or Negative Declaration of Environmental Impact. This would require hiring more full time personnel, purchasing and/or renting additional equipment, and appropriating additional funds on a continuing basis.
