adoption. The first ordinance amends the compensation Councilmembers

the use of exposed neon signs and architectural lighting. The third
ordinance provides for the establishment and operation of alcoholic
beverage service at major hotels and motels. The final ordinance

This project consists of construction of a subdrain system at Shadow

the City Council hold over for further evaluation of bids.

the 1987 Edition of the Electrical Code.
The Building and Safety Department is requesting that the City Council
proceed with the adoption of the 1985 Editions of the Building,
Housing, Mechanical, Plumbing, Sign, Solar Energy, Abatement of
Dangerous Buildings, and the 1987 Edition of the Electrical Code
governing construction of all structures in the City of West Covina.

Transition Conceptual Guidelines to provide a report to the City

objectives of the Commission. It is recommended that this report
be received and filed.

Tierra Alta Transition Land Use Conceptual Guidelines
The Tierra Alta Transition Land Use Conceptual Guidelines present
the goals and objectives, possible land uses and development concepts

Council concur with the recommendations of the Planning Commission
and the Transition/Waste Management Commission and receive and file

a) State Earthquake Rehabilitation Assistance Program
Staff is proposing applying for State Earthquake Rehabilitation
Assistance funds to help eligible residents repair earthquake damage.
It is recommended that the City Council adopt the following resolution:

a) Purchase of Public Safety Vehicles
The 1987-88 and 1988-89 Police Budgets provide for the replacement
of patrol cars. It is recommended that:
a) the City Council find that it would be impracticable,
useless or uneconomical to initiate a formal bid
process.
b) that the City Council authorize the purchase of seven
(7) 1988 Chevrolet Caprice Police Sedans, budgeted
in 1987/88 from Sopp Chevrolet in the amount of
$87,192.84, including tax and fees.
c) that the City Council authorize the purchase of three
(3) 1988 Chevrolet Caprice Police Sedans, budgeted
in the 1988/89 Budget, from Sopp Chevrolet in the
amount of $37,098.30, including tax and fees.

of the City's Clerical Structure
This report outlines the need for an approach to an organizational
study of the City's clerical structure and recommends execution
of an agreement .for these professional services. It is
recommended that the City Council authorize the Mayor to execute
an agreement with Ratelle, Davis, and Associates for an
organizational study of the City's clerical structure at a cost
not to exceed...$7,,000 in 1987-88 and the balance, not to exceed
$7,000, in Fiscal Year. 88-89.

b) Purchase of Replacement Vehicles
The Police Department requests City Council approval to purchase
two replacement vehicles from asset seizure funds. It is recommended

not to exceed $12,500 including tax.

This provides for a waiver of the construction tax for publicly
financed parking structures. It is recommended that the City Council

2) Business Improvement Tax
The Business Improvement Tax is imposed upon businesses to promote
retail trade activities in West Covina. The Chamber of Commerce
has made recommendations to the City Council on the uses of certain
Business Improvement Tax revenues. It is recommended that the City
Council appropriate $15,000 to the Chamber of Commerce for the "West
Covina Advantage" program and the San Gabriel Valley Marketing program,
and $83,579 to the West Covina Redevelopment Agency for ongoing
economic development programs.

3) a) Ann Sarnowski vs City of West Covina
On May 18, 1983, a summons and complaint was filed with the
Superior Court for bodily injury and general damages sustained
by Ann Sarnowski. The initial demand was $15,000.00. Staff
recommends settlement of this matter and that Council authorize
said payment subject to the standard conditions.

b) Norma Frazen - Claim Against the City
On November 13, 1987, Ms. Frazen'.s vehicle was rearended by
a City of West Covina vehicle. Ms. Frazen sustained bodily
injury and property damage. Staff recommends this matter be
granted an additional $3,200.00 for a total of $6,897.00
settlement and that Council authorize said settlement subject
to standard conditions.

4) Legislation
One initiative and several pieces of legislation pending before the
Legislature require Council action. AB 2802 would .reduce the
potential revenues to cities which could be derived from franchise
fees and property taxes. ACA 32 would reduce the vote requirement
for general obligation bonds. The California Wildlife, Coastal and
Parks Initiative would provide funds for park and recreational
projects. It is recommended that City Courici'l ennosr AU 21102
and support ACA 32 and the California Wildlife, Coastal and Park
Initiative.
