CONSENT CALENDAR Continued 5) MISCELLANEOUS PUBLIC WORKS a) Irrevocable Offer of Dedication - Mr. and Mrs. Boyd Authorize the Mayor and City Clerk to execute an agreement with Mr. and Mrs. Boyd for five feet of added right-of-way along Azusa Avenue at 1804 East Merced Avenue. It is recommended that the Mayor and City Clerk execute an Agreement for an Irrevocable Offer of Dedication. b) Parcel Map 12546 - Quitclaim Deed - Glen Vine Square, Ltd A new sanitary sewer easement is being acquired in the Glen Vine Center to replace a prior easement no longer needed. It is recommended that the City Council adopt the following resolution: RESOLUTION NO. 8149 - A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF WEST COVINA, CALIFORNIA, AUTHORIZING THE MAYOR AND CITY CLERK TO EXECUTE A CORPORATION QUITCLAIM DEED IN FAVOR OF GLEN VINE SQUARE, LTD. 6) ORDINANCES FOR ADOPTION (Waive reading and adopt) Two ordinances were introduced at the City Council meeting of January 25, 1988, and are now before the City Council for adoption . The first ordinance amends the minimum bid amount in the City's Purchasing ordinance. The second ordinance amends the business license category S-14 to separate small recycling facilities and reverse recycling facilities from junk dealers. It is recommended that the City Council waive further reading and adopt the following ordinances. ORDINANCE NO. 1765 AN ORDINANCE OF THE CITY COUNCIL OF THE CITY OF WEST COVINA, CALIFORNIA, AMENDING SECTION 2-330 OF THE THE WEST COVINA MUNICIPAL CODE REGARDING PURCHASING PROCEDURES. ORDINANCE NO. 1766 AN ORDINANCE OF THE CITY COUNCIL OF THE CITY OF WEST COVINA, CALIFORNIA, AMENDING CATEGORY S OF SECTION 14-68 OF THE WEST COVINA MUNICIPAL CODE RELATING TO THE BUSINESS LICENSE TAX IMPOSED ON SMALL COLLECTION FACILITIES AND REVERSE VENDING MACHINES. -3- City Council Agenda February 8, 1988 B. CONSENT CALENDAR Continued 7) MISCELLANEOUS a) City Council Compensation Page Four Government Code Section 36516.2 provides for an annual 5 percent increase in compensation for City Councilmembers. It is recommended that the City Council introduce the following ordinance, effective July 1, 1988: AN ORDINANCE OF THE CITY COUNCIL OF THE CITY OF WEST COVINA, CALIFORNIA, AMENDING SECTION 2-23 OF THE WEST COVINA MUNICIPAL CODE RELATING TO CITY COUNCIL COMPENSATION. b) Small Recyclin The City Treasurer is requesting that the City Council adopt a resolution temporarily reducing the Business License Tax for Category 5-26, Small Collection Facilities and Reverse Vending Machines. PUBLIC WORKS DIVISION E. 1) 2) Minor Traffic Signal Modifications - Establishment of Project Page Nine Installation of protected left -turn phasing at Amar and Temple and replacement of three signal cabinets will be completed by this project. It is recommended that the City Council take the following actions: a) Establish Project TS-8814 b) Transfer $55,000 in Unappropriated Gas Tax Funds to Project TS-88114 (Account No. 124-320-3820-7200). ACTION: Motion To Approve Disapprove 2nd by Hold Over Underground Utility District No. 4 - Waiver of Formal Bid It is proposed that the competitive bid requirements be waived to facilitate the individual conversion from overhead to 'underground utilities of approximately thirty homes. It is recommended that the City Council find that the formal bidding procedures would be impracticable, useless, or uneconomical and, therefore, authorize the waiver of formal bid procedures and authorize the award of a contract to ROM Electric Co., Inc. COMMUNITY SERVICES DEPARTMENT Sludge Disposal Hold Over The City Council requested a report from the Transition/Waste Management Commission on the disposal of sewer sludge at the BKK Landfill. H 2) HUMAN SERVICES DEPARTMENT Conduct in Public Parks - Ordinance Revisions Page Ten The Recreation and Park Commission is proposing a number of revisions to the Municipal Code section pertaining to public parks and places. It is recommended that the City Council introduce the following Ordinance: AN ORDINANCE OF THE CITY COUNCIL OF THE CITY OF WEST COVINA, CALIFORNIA, AMENDING CHAPTER 16, ARTICLE II AND SECTION 15-5 OF THE WEST COVINA MUNICIPAL CODE PERTAINING TO PARK AND RECREATION AREAS. Motion by To Introduce OPERATIONAL SERVICES DIVISION 1) PERSONNEL SERVICES 2nd by Disapprove Hold Over Pre -employment Drug Screening for Selected Positions This report requests the City Council to approve the addition and implementation of a Pre -Employment Drug Screening Program for selected positions as part of the pre -employment physical examination process for the City of West Covina. It is recommended that the City Council authorize staff to implement pre -employment drug screening for selected positions. CITY MANAGER 1) Statement of Investment Policy Section 53646 of the California Government Code requires the Treasurer of a local agency to submit an annual statement of ,investment policy to the Legislative Body. It is recommended that=.the Citv Council accept the Treasurer's annual Statement of Investment voiicy for the Redevelopment Agency for 1988. ACTION: Motion by 2nd by To Approve Disapprove Hold Over 2) Supplemental Appropriation -San Gabriel Valley Fire Authority This report transmits a resolution approving a supplemental appropriation of $12,810 to provide adequate funding for the month of February, 1988. The need is requested due to the lack of securing an anticipated M.O.U. with Employees Union, Local 2415. This resolution was adopted by the Fire Authority Board of Directors at their regular meeting of January 26, 1988. It is recommended that the City Council adopt the following resolution: RESOLUTION NO. - A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF WEST COV­INA, CALIFORNIA, APPROVING A SUPPLEMENTAL APPROPRIATION FROM GENERAL FUND CONTINGENCY TO THE BUDGET FOR THE S.G.V. FIRE AUTHORITY FISCAL YEAR COMMENCING JULY 1, 1987 AND ENDING JUNE 30, 1988. ACTION: Motion by 2nd by To WAIVE further reading of the Resolution, and Adopt Disapprove Hold Over 3) Legislation Several pieces of legislation are pending before the legislature which require Council action. AB 2684 and 2688 prohibit local agencies from incurring debt or using a variety of funds to finance any stadiums or other facilities for professional sporting events. AB 2687 and SB 1795 places prohibitions on the manufacture, sale or distribution of toy guns which look like real guns. AB 1097 would repeal the provisions of the Worker's Compensation Law which .limits the recovery of death benefits for dependents of a deceased PERS member. SB 275, would increase the monthly allowances for employees payable to retirees from the Investment Dividend Disbursement account. SB 987 would allow the Public Utilities Commission to review any .baseline quantity schedules of gas •or electric corporations. It is recommended that the City Council oppose AB 2684, AB 2688, AB 1097, SB 275 and support AB,2687 and SB 1795. CITY MANAGER Continued 4) Public Access Subcommittee Appointment Page Twelve A tripartite agreement approved in 1987 between the City of West Covina, Mount San Antonio College and Choice TV provided for a defined commitment in cable television community programming resources for the production and promotion of such. To partially fulfill that commitment and to encourage community participation the formation of a board and advisory subcommittees are required with Council appointees as members. It is recommended that the City Council appoint Charlene Cacchione to the Public Access Subcommittee.
