CONSENT CALENDAR Continued 7) b) c) c The Cooperative Agreement provides permission for the City to design and administer the project with each agency paying for its jurisdictional share of the cost. It is recommended that the City Council authorize the Mayor, and City Clerk to execute a Cooperative Agreement with the Los Angeles County Department of Public Works. St t c The Cooperative Agreement provides for the City to design and administer the Azusa Avenue resurfacing project with each agency paying its jurisdictional share of the cost. It is recommended that the City Council take the following actions: i) Establish City Project SP-88113 ii) Authorize the Mayor and City Clerk to execute a Cooperative Agreement with the Los Angeles County Department of Public Works. d) Tract 44564 Minor Design Deviation It is proposed that a new street intersection be permitted to have 15 foot radii on the property .line returns rather than the standard 25 foot radii due to ownership restriction. It is recommended that the City Council authorize a reduction in property line curve return radius from 25 feet to 15 feet at the intersection of Citrus Street and Las Rosas Drive. 8) TRAFFIC COMMITTEE MIWUTES (Accept and file) Summaries from Traffic Committee meeting held on January 19, 1988. I. The City initiated request for development of street sweeping parking restrictions was approved as amended. - II. The City initiated request for installation of "Don't Block Intersection" signs at Amar, Azusa and at Vincent/West Covina Parkway was approved. III. The request of Harry M. Liechty for installation of parking prohibition at 1720 South Willow was approved. IV. The City initiated request for installationof a merge warning sign and pavement messages on Lark Ellen south of Garvey Avenue South was approved. V. The City initiated request for installation of parking restrictions on West Covina Parkway was modified to delete certain locations and conduct additional study before a final recommendation is made on removal of any parking spaces. VI. The request. of Lily Freriks for installation of a stop at Citrus and Vine was denied. VII. The request of H. C. Tanner, West Covina Unified. CONSENT CALENDAR Continued 8) VIII.The City initiated request for installation of a traffic signal at Shadow Oak and Woodgate Drive wasi approved with a recommendation that an interim multiway stop,be installed. IX. The request of Frank Taormina requestingi installation of a traffic signal at Amar and Westport was held over until completion of additional information gathering. 9) ORDINANCE FOR ADOPTION (Waive reading and adopt) An ordinance amending the City's Zoning Map was introduced at the City Council meeting of January 11, 1988, and is now before the City Council for adoption. The ordinance changes the zone at 2635 East Garvey Avenue South from Open Space to Office -Professional. It is recommended that the City Council waive further reading and adopt the following ordinance: ORDINANCE NO. 1764 AN ORDINANCE OF THE CITY COUNCIL OF THE CITY OF WEST COVINA, CALIFORNIA, AMENDING THE WEST COVINA MUNICIPAL CODE BY AMENDING THE OFFICIAL ZONING MAP (Zone Change No. 604 - Jack Mazmanian) 10) CITY TREASURER'S REPORT FOR THE MONTH OF DECEMBER, 1987 Treasurer's Report of cash balances and investments. (Receive and file) 11) AWARD OF BIDS a) Purchase of Truck Body and Water Valve Opener Bids were advertised and solicited for the purchase of a truck service body and hydraulic gate valve operator for the Maintenance Department. It is recommended that the City Council award Bid No. 88-4 for one Model 38-VO/HO15 Service Body and one Wach's TM-3 Gate Valve Operator to Harbor Fabricating Co., Brea, CA, in the amount of $15,398.84, including tax. b) Agreement with Valley Light Industries Inc. for Cleanin of Rue ckel♦­ This agreement will provide for the cleaning of 48 bus shelters on a once per week time schedule. It is recommended that the City Council authorize the Mayor and City Clerk to execute the agreement with Valley Light Industries, Inc. for a cost of $4.77 per shelter per week. It is recommended that the City Council authorize participation in the proposed San Gabriel Valley Cooperative Marketing Program. It is recommended that the City Council introduce the following ordinance: ORDINANCE NO. AN ORDINANCE OF THE CITY COUNCIL OF THE CITY OF WEST COVINA, CALIFORNIA, AMENDING CATEGORY S OF SECTION 14-68 OF THE WEST COVINA MUNICIPAL CODE RELATING TO THE BUSINESS LICENSE TAX IMPOSED ON SMALL COLLECTION FACILITIES AND REVERSE VENDING MACHINES. Cable Communications Cooperative Board and Committee Appointments A tripartite agreement approved in 1987 between the City of West Covina, Mount San Antonio College and Choice TV provided for a defined commitment in cable television community programming resources for the production and promotion of such. To partially fulfill that commitment and to encourage community participation the formation of a board and subcommittees are required with Council appointees as members. It is recommended that the City Council appoint Kathleen Rodman, Talmadge Ross, and Arlo Truax to the Public Access Subcommittee and Xiomara Cuevas and Anna Murphy to the Cable Communications Cooperative Board. It is recommended that the City Council receive and file the agreed upon Memorandum of Understanding with the West Covina Communication Operators Association. Two of the resolutions implement the Memoranda of Understanding with the West Covina Police Officers Association and the West Covina Communications Operators Association, respectively. The third resolution relates to Management/Confidential compensation.
