6) TRAFFIC COMMITTEE MINUTES (Accept and file)
I. The request of Ronald W. Kruythoff for street sweeping
restrictions was held over for development of a new street
sweeping posting policy.
II. The request of Robert Morgenstern of the Walnut Traffic Safety
Committee for a traffic signal at the intersection of Nogales
and Shakespeare was placed on the Deficiency List for future
installation.
III. The request of Lilly Freriks for a multi -way stop sign at
Citrus and Vine was held over for additional study.
IV. The request of Edward A. Perkins for street sweeping
restrictions was held over for development of a new street
sweeping posting policy.
V. The request of Susie Costick for street sweeping restrictions
was held over for development of a new street sweeping posting
policy.
V I-. The City initiated request for "Stop Ahead" sign and advance
pavement messages at the intersection of Lark Ellen and Merced
was approved.
VII. The City initiated request for the removal of the marked
crosswalk on Valinda Venue at Herring was approved.

westbound traffic on Garvey Avenue South east of Citrus was
,approved.
IX. The request of Gene Keener for permit parking on Charlinda
and Fleetwell was approved with provisions for closer sign
spacing than normal.
X. The request of Fbbert Morgenstern of the Walnut Traffic Safety
Committee for a median opening on Nogales at Bel Aire Drive
was denied.
XI. The request of Frank Taormina, Jr. , for a traffic signal at
Amar and Westport was denied.

a) Purchase of Trucks for the Maintenance Department
Bids were advertised and solicited for the purchase of three
trucks for the Maintenance Department. It is recommended
that the City Council award Bid No. 88-3 as follows:
1) To Carmenita Ford Truck Sales, Santa Fe Springs, CA -
two (2) 50,000 G.V.W.R. dump trucks, in the amount of
$123,925.53, including tax
2) To Los Angeles Freightliner - GMC Trucks, Whittier, CA
- one (1) 26,500 G.V.W.R. cab and chassis truck, in the
amount of $25,666.50, including tax.

NOTICE TO PUBLIC

1) Appeal of Planning Commission Decision to Deny Zone Change No. 604,
Precise Plan No. 783, Revision 1, and Variance No. 887

The Applicant is requesting that the City Council set aside an October
21, 1987, decision of the Planning Commission which denied his request
for a zone change from (Open -Space (O-S) to Office -Professional (O-P)
in the Freeway Corridor Overlay Zone, an accompanying request for
a variance from lot -depth requirements, and a precise plan for a
10,294 square foot office building, on an 18, 715 square foot site
at 2635 East Garvey Avenue South. Staff recommends that the City
Council set aside the decision of the Planning Commission denying
the proposed projects, and adopt resolutions and introduce entitled
as follows:

On December 23, 1987, the City Council and Redevelopment Agency held
over the hearing to consider approving the proposed Disposition and
Development Agreement and sale of real property pursuant thereto
between the Agency and Hassen Imports, Partnership, on property located
at 1932 East Garvey Avenue.

Page Seven
The Chief of Police requests City Council authorization to enter
into a professional contract with Hiser Helicopters, Inc. of Corona.
It is recommended that the City Council authorize the Chief of Police
to execute a contract with Hiser Helicopters, Inc. to provide selective
helicopter service at no cost to the City of West Covina conditional
upon reimbursement of asset forfeiture money on those occasions where
a seizure is made wherein the helicopter had been involved in the
investigation.

1) Supplemental Appropriation San Gabriel Valley Fire Authority
This report transmits a resolution approving a supplemental
appropriation of $12,810 to provide adequate funding for the month
of January, 1988. The need is requested due to the lack of securing
an anticipated M.O.U. with Employees Union, Local 2415. This
resolution was adopted by the Board of Directors at their regular
meeting of December 22, 1987. It is recommended that the City Council
adopt the following resolution:
