An ordinance was -introduced at the November 23, 1987, City Council
meeting. The proposed amendment would increase the effectiveness
of the existing alarm system ordinance.
ORDINANCE NO. 1762 - AN ORDINANCE OF THE CITY COUNCIL OF THE CITY
OF WEST COVINA, CALIFORNIA, AMENDING THE SECTIONS 4.5-7, 4.5-9

Temporary Use Permit No. 1758-87 was approved for West Covina Nissan,
1840 Garvey for balloons on November 27-28, 1987
Temporary Use Permit No. 1759-87 was approved for Orangewood Little
League for Christmas tree sales on December 4th to December 22,
1987.
Temporary Use Permit No. 1760-87 was approved for Mission Chrysler,
298 N. Azusa, for balloons on December 5-6, 1987.
Temporary Use Permit No. 1762-87 was approved for United Melon,
615 N. Azusa for Christmas tree sales from December 5-21, 1987.
Temporary Use Permit No. 1763-87 was approved for Mandy Williams

10) AWARD OF BIDS
a) Street Tree Pruning City Project No. RST 87-T-2
This project provides trimming of Sycamore and Chinese Elm
street trees citywide. It is recommended that the City Council
accept the bid of Johnny's Tree Service of Valinda, California,
in the amount of $29,987 and authorize the Mayor and City
Clerk to execute an Agreement with Johnny's Tree Service for
the work to be done.
b) SP-88111 - West Covina Parkway Improvements
This project consists of the construction of asphalt overlay
to improve the condition of a deteriorated street. The total
construction cost of the project is $223,000. It is recommended
that the City Council take the following actions:
1) Transfer $191,800 from Project SP-87143 (133-320-3755-7200)
and $31,200 (124-320-3755-7200) to Project SP-88111 -
$191,800 (133-320-3819-7200) and $31,200
(124-320-3819-7200). Total amount transferred: $223,000.
2) Accept the bid of Vernon Paving Company of Anaheim in
the amount of $193,193 as submitted at the bid opening
on December 8, 1987, and authorize the Mayor and City
Clerk to execute an Agreement .with said Vernon Paving
Company for the work to be done, subject to the concurrence
of the State of California, Department of Transportation.

10, 294 square foot office building, on an 18, 715 square foot site

4) Appeal of Planning Commission Decision to Deny Precise Plan No. 805
and Variance No. 893

1829 - 1841 East Workman Avenue and 1828 - 1840 East Thelborn Street)
The applicant is requesting a modification of a precise plan to add
three dwelling units to an existing 138-unit apartment complex, a
variance from certain sections of the West Covina Zoning Ordinance
to allow less than the minimum required number of parking spaces,
and a waiver of certain sections of Planning Commission Resolution
No. 2513. Staff recommends that the City Council recognize the
applicant's withdrawal of the appeal of the Planning Commission's
decision to deny Precise Plan No. 805 and Variance No. 893, and close
the public hearing on the appeal, allowing Planning Commission
Resolution No. 10-87-3574 to remain in effect.

Colton General Partnership - 225 North Sunset
This project consists of a variance to allow the elimination of two
parking stalls by converting carport space to maintenance/janitorial
shop space in an apartment complex in the Medium Density
Multiple -Family (MF-20) Zone. Staff recommends that the City Council
recognize the applicant's withdrawal of the appeal of the Planning
Commission's decision to deny Variance No. 894, and close the public
hearing on the appeal, allowing Planning Commission Resolution No.
10-87-3576 to remain in effect.

approval of the Los Angeles County Department of Public Works.

A water engineering consultant was required to prepare a study for
serving water to the San Jose Hills area. A consultant has been

in the amount of $15,000 and authorize the Mayor and City Clerk to
execute an agreement with said Engineering -Science, Inc. for the
work to be done.

Municipal Election of April 12, 1988, for which three City Council

time to initiate the process. Recommendation is to adopt the
following resolutions:

This report transmits to the City Council three resolutions
for salary increases. Two of the resolutions are based upon
previously agreed upon Memoranda of Understanding between the
City and the California League of City Employees' Association
and the General Employees' Association. The third resolution
relates to Management and Confidential compensation. It is
recommended that the City Council adopt the following resolutions:

3) Wexler, et al. vs City of West Covina Approval of Settlement Authority
On February 25, 1986, a summons and complaint was filed with Superior
Court for bodily injury and general damages sustained by Helen Wexler,
Harry Wexler, Elizabeth Wexler, Millard Minter and William Barrall.
The initial demand for this claim was $60,000.00; however, plaintiffs
have agreed to settle this claim in the amount of $9,000.00. Staff
recommends this matter be settled in the amount of $9,000.00 total
and that Council authorize payment subject to the standard conditions.

for bodily injury and general damages. The initial demand for this
claim was $75,000.00; however, the plaintiff has agreed to settle
this claim for $7,500.00. Staff recommends this matter be settled
in the amount up to $7,500.00 and that Council authorize said payment
subject to the standard conditions.
