4) TRAFFIC COMMITTEE MINUTES OF NOVEMBER 17, 1987 (Accept and file)
I. The request of Vincent Manno for installation of two-hour
parking restrictions on Pioneer Drive east of Azusa was denied.
II. The request of P. M. Tabata for parking restrictions on the
south side of Francesca east and west of Faye Lane was approved.
III. The request of Frank Taormina for the installation of a traffic
signal at Amar and Westport was held over.
IV. The request of Principal Keith McGlothlin for parking
restrictions at Hollingsworth School was approved.
V. The request of Lilly Tam for the installation of a traffic
signal at the intersection of Cameron and East Hills Drive
was denied.
5) ORDINANCES FOR ADOPTION (Waive reading and adopt)
Four ordinances were introduced at the November 9, 1987, City Council
meeting. These proposed ordinances would remove the Planning
Commission from the landscape maintenance enforcement process;
establish standards and permit procedures for recycling centers;
clarify and strengthen the implementation of the Transient Occupancy
Tax ordinance; and modify certain purchasing procedures of the
City. It is recommended that the City Council adopt the following

4) Appeal of Planning Commission Decision -to Deny Precise Plan No. 805
and Variance No. 893 (IVR Workman Limited)
1829 - 1841 East Workman Avenue and 1828 - 1840 East Thelborn Street
The applicant is requesting a modification of a precise plan to add
three dwelling units to an existing 138-unit apartment complex, a
variance from certain sections of the West Covina Zoning Ordinance
to allow less than the minimum required number of parking spaces,
and a waiver of certain sections of Planning Commission Resolution
No. 2513. The applicant has requested that this public hearing be
continued to December 21, 1987. Therefore, it is staff's
recommendation that this public hearing be continued to December
21, 1987.

5) Appeal of Planning Commission Decision to Deny Variance No. 894
(Colton General Partnership; 225 North Sunset)
This project consists of a variance to allow the elimination of two
parking stalls by converting carport space to maintenance/janitorial
shop space in an apartment complex in the Medium Density
Multiple -Family (MF-20) Zone. The applicant has requested that this
public hearing be continued to December 21, 1987. Therefore, it
is staff's recommendation that this public hearing be continued to
December 21, 1987.

- Approve Plans and Specifications -
This project consists of construction of a subdrain system at Shadow Oak
Drive and Gemini Street to reduce the level of groundwater adversely
affecting public improvements. Consultant's estimated total cost
of the project is $145,000. It is recommended that the City Council
approve the plans and specifications for City Project MP-87139 and
authorize the City Engineer to call for bids.

a) Detachment of City Territory from the Consoli

The City is making application to the Local Agency Formation
Commission for the detachment of land now in the City from the
Los Angeles County Consolidated Fire Protection District and
a redistribution of property tax revenues. It is recommended
that the City Council approve the detachment and the negotiated
exchange of property tax revenues by the adoption of the following
resolution:

b) Frank G. Bonelli Regional County Park Status Update
On October 26, 1987 the City Council requested a status update
regarding the Frank G. Bonelli Regional County Park's proposed site
development by the Los Angeles County Department of Parks and
Recreation, and accompanying views of the affected cities. Staff
recommends that the City Council receive and file this report.

Staff, and the City Attorney.

This report recommends that the City Council approve a one-year
extension of the Radio Maintenance Agreement with Radio Lab
of Glendale, California. It is recommended that the City Council
approve the renewal of the Radio Maintenance Agreement with
Radio Lab for a period of one year and authorize staff to process
a purchase order for such extension.

The alarm systems ordinance has been marginally successful in
reducing false burglar alarms. Thus staff is proposing it be

The Los Angeles County Transportation Commission has requested that
the City Council of West Covina support the establishment of a Service
Authority for Freeway Emergencies (SAFE) and designate the Commission
as that Authority. It is recommended that the City Council of the
City of West Covina, California, adopt the following resolution
providing for the establishment of a Service Authority for Freeway
Emergencies in the County of Los Angeles and the designation of the
LACTC as the SAFE.
