Thomas SUBJECT: TRACT NO. 47815 - APPROVE FINAL MAP TAICO PROPERTIES, INC. AGENDA ITEM NO. D-3 DATE February 4, 1992 SUMMARY: Taico Properties, Inc. is requesting Final Map approval in order to develop the 53-unit project on Aroma Drive. City sale of a "one -foot" lot (60 square feet) to Taico Properties for $900 is included as part of the tract map. BACKGROUND Taico Properties, Inc. owns a lot that is on the northeasterly corner of Donna Beth Avenue and Aroma Drive. They have applied to develop the lot with 53 units per West Covina Municipal Code standards. The Planning Commission conditionally approved the Tentative Map on May 16, 1990. The development includes the previously vacated portion of Donna Beth Avenue and a "one -foot" lot at the north end of Donna Beth Avenue. This "one -foot" lot is owned in fee by the City of West Covina and the developer is requesting the City to sell the "one -foot" lot for $900. ANALYSIS Tentative Final Map No. 47815 has met all conditions required for City Council approval per Chapter 20, Article VI of the West Covina Municipal Code and Division 2, Chapter 1 of the Government Code, cited as the Subdivision Map Act, Article 5. The City Attorney has approved as to form a resolution approving Final Map No. 47815, and a resolution authorizing the Mayor and City Clerk. to execute a corporation grant deed in favor or Taico Properties, Inc. FISCAL IMPACT The proposed development will add $900 to the General Fund from sale of land and $263,085 in Park Dedication Fees to District "F" which includes Galster Park, Woodgrove Park, and the undeveloped park site on Cameron Avenue. This amount is based upon an agreement between the City and Taico Properties, Inc. which is also on this same agenda. Additional assessment revenue and fees will accrue to the Citywide Maintenance District and Citywide Sewer Standby and Availability Account. ALTERNATIVES All conditions of the West Covina Municipal Code and the Subdivision Map Act have been met; therefore, the City is obligated to approve the Final Map. The "one -foot" lot need not be sold, but will not be useful for any other purpose and the City will continue to be responsible for its maintenance. r"a7su City Manager and City Council Tract 47815 - Approve Final Map February 4, 1992 Page 2 RECOMMENDATION Staff recommends that the City Council take the following actions: a) Approve the sale of a City -owned "one -foot" lot that is 60 square fee in area for $900. b) Adopt the following Resolution: RESOLUTION NO. 877y - A RESOLUTION OF THE CITY COUNCIL .OF THE CITY OF WEST COVINA, CALIFORNIA, APPROVING THE SALE OF A CITY -OWNED LOT TO TAICO PROPERTIES, INC.
