WP87126-AWARD OF BID-AMAR ROAD WATER LINE -PHASE II
Amar Road, 600' West of Countryside, to Grand Avenue in the City of
Walnut
.Summary: Bids were opened on Wednesday, January 22, 1992 for the installation of
a 30" water main on Amar, 600' west of Countryside Drive to Grand Avenue in
the City of Walnut. The lowest responsible bidder is W.A. Rasic Construction
of Arcadia in the amount of $939,212.00.
Background:
The bids for City Project WP87126-II were opened in the City Clerk's office
on Wednesday, January 22, 1992. A total of twenty-three (23) bids were received,
checked for errors and determined to be valid bids.
This projectis the final phase of the construction of the Amar Road Water
Line, which will extend from Reservoir No. 2 near the easterly City boundary to
Grand Avenue. This water line will connect to the Grand Avenue Transmission
Main and will provide a reliable secondary source of water for.
the City's customers. The Walnut Valley Water District is the lead agency for the
Grand Avenue line and the contract for the construction of this water line was
awarded in November, 1991.
Analysis
The City Water Department has one primary connection and supply line to our
water service area, which is the connection to the Metropolitan Water District's
(MWD) middle feeder in Badillo Avenue and the City's transmission main in Azusa
Avenue, respectively. If a major problem arose with the source of supply, the City
would find it difficult to serve its customers for an extended period or during times
of peak demand, even though the system has inter -ties with other water purveyors.
The City is in need of a reliable secondary source of water supply in order to
ensure its customers of adequate service. The City has no water rights and
consequently cannot drill any wells and take any additional water from the main San
Gabriel Basin.

Fiscal Impact:

The funds for this project are available from the water bonds which were sold
in 1990. The funds available are $1,800,000. The consultant's estimate for
construction was $1,139,000 plus 10% for engineering, inspection, contingencies,
etc. for a total project cost of $';1,253,000. The actual construction cost of the low
bidder is $939,212. The attached tabulation indicates the summary of bids as
received.
When this line becomes operational, water can be delivered by gravity flow
from the Grand Avenue line directly into the Zone II Reservoir.The savings from
reduced pumping costs is estimated at $125,000 per year. Further, due to differing
pricing policies between the Upper San Gabriel Valley Municipal Water District and
the Three Valleys Municipal Water District, savings of $48,000 per year in water
charges could be realized.
Alternatives:
There is no alternative to this portion of the project as construction on Phase I
is nearing completion and the City has executed a Participation Agreement
with Walnut Valley Water District for the Grand Avenue Transmission Main and is
financially committed to share in� the costs of that project.
RECOMMENDATION:
It is recommended that the, City Council accept the bid of W.A. Rasic
Construction Company Inc., of Arcadia in the amount of $939,212 and authorize the Mayor
and City Clerk to execute an agreement with said W.A. Rasic for the work to be done.
