Summary: The project consists of the construction of a new concrete
sidewalk and wheelchair ramps to provide safe access to
schools and to remove barriers that hinder the mobility of
the physically handicapped. Estimated cost of the project is
$279000.
Background:
Several years ago, the City of West Covina conducted a federally sponsored study of the
travel patterns of school children to and from school. That study identified numerous
locations throughout the City where new sidewalks would significantly enhance the safety of
school children while walking to and from school. The City builds segments of sidewalks
each year in an effort to eventually eliminate all identified pedestrian hazards for school
children. Two locations, (1) Rowland Avenue south side from Toland Avenue to Vincent
Avenue and (2) Glendora Avenue, east side from Spruce Street to South City Limit have now
reached the top of the priority list.
In 1985, the Engineering Department established notification procedures to affected property
owners for all public works projects in order to enhance the City's relations with the affected
property owners and keep them apprised of City acitivites that might impact the use of their
property. For most types of projects, three notices must be sent out in a timely fashion, as
follows:
1) The first notice is hand -delivered to the affected residents when field
investigation work for preliminary design is initiated to advise them of the proposed
project and invite their comment.
2) The second notice is mailed when City Council approves the plans and
authorizes the project to go to bid. This notice invites any interested'party to review
the final project plans and make comments.
3) The third notice is mailed after the award of the construction contract by City
Council and prior to the start of any work. This notice advises affected residents that
the contract has been awarded, when work is expected to start, how long it will take
to complete and who to contact at the City for information or response to, any
problems arising from constructions.
In accordance with this procedure, on October 24, 1991 the City distributed letters and self-
addressed, postage -paid postcards to all affected residents (27) within this project limit -
Rowland Avenue, south side, from Vincent to Toland Avenues and Glendora Avenue east
side from Spruce Street to South City Limit requesting their comment on the design.

A few days later, .on.October 29, 1991, a signed petition was submitted by Mrs. J.C. Collins
residing at 1020 E. Rowland. Avenue. Six out of ten residents residing on Rowland Avenue
South between Osborn and Vincent Avenues who signed this petition expressed their desire
not to have sidewalks adjacent to their property. Subsequently,, staff eliminated this segment
from the scope of the project and the residents were notified accordingly.
On November 14, 1991 another signed petition was hand -delivered to the Engineering
Department by Mrs. Melissa Dunleavy residing at 441 North Osborn Street. - Seven out of
ten affected residents residing within the same area covered by the previous petition
expressed their desire to;have a new sidewalk adjacent to their property. Therefore, staff
has again included this same segment in the scope of the work,and the -residents were notified
accordingly: (See the attached survey summary data sheet and location maps.)
Based on this public contactprocess, the plans and specifications have been prepared for this
project and will be available at the Council Meeting on January 21, 1992.
The project consists of minor grading, construction of a new concrete sidewalk and related
wheelchair ramps including all incidental and appurtenant work along the south side of
Rowland Avenue from Vincent to Toland Avenues and along the, east side of Glendora
Avenue from Spruce Street to South City Limit.
On January 10, 1992 the second notification letter was hand -delivered to all affected
residents indicating the date, time and place of the City Council Meeting of January 21, 1992
when this project will be considered.

Analysis:
The new concrete sidewalk improvements will, not only provide safe access for school
children but will also remove barriers that hinder, the mobility of physically handicapped
persons and will provide a safer walking area for the general public.
The proposed sidewalk width is 4 feet rather than 5 feet in order to reduce the cost and
minimize removal, replacement and relocation of existing topographical features (poles,
utility boxes, signs, landscaping, etc.).'
Pursuant to the California Environmental Quality Act, State Guidelines, Section 15302, Class
2, the aforesaid improvements are of a minor nature and, therefore, the project is
categorically exempt from the requirement of an Environmental Impact Report or Negative
Declaration of Environmental Impact..
Fiscal Impact:
The estimated construction cost for this project is $23,000, plus $4,000 for Engineering,
Inspection, Contingencies, etc., for a total project cost of $27,000. the actual construction
cost will be known when the bids are opened.
The funds available for this project is as follows:
SP-92105 - Transportation Development
Act (TDA) Funds $27,000.00
Alternatives:
(1) Abandon the project and return the funds to.the Los Angeles County.
(2) Perform the work in-house by utilizing another source of funds.
RECOMMENDATIONS:

It is recommended that the City Council approve the plans and specifications for City Project
SP-92105, and authorize the City Engineer to call for bids.
