When Tract No. 31147 was constructed, a walkway behind the residence on Dee Lane was placed
within the open space area. This portion of the open space if 40.00 feet wide. The area to the east
of this 40-foot wide open space is a vacant area that is proposed to be developed by U.B.S. for
residential homes.
Analysis:
When Tentative Tract No. 48997 is developed, the walkway within the 40-foot wide open space will
be confined by the back property line of the residence on Dee Lane and the new development. This
40 x 265 foot corridor could be used as a hiding place for anyone.seeking to commit crimes against
persons or property in the area. The U.B.S. development is offering to provide a shorter, more
visible alternative walkway to the open space lot through their development and incorporate the
former open space access within. their residential lots., thus resolving this problem. The subject area
was conveyed previously to the City as an easement for open space purposes.
Fiscal Impact:
The proposed vacation could result in a small reduction in cost for police services and will reduce
landscape maintenance costs because of the reduced size of the area to be maintained.
Alternatives:
Retain the existing open space walkway/access way and deny the developer's request to vacate and
relocate the walkway to a more desirable location.
RECOMMENDATION:
It is recommended that the City adopt the following resolutions:
a) RESOLUTION NO.77 - A RESOLUTION OF THE
CITY COUNCIL OF THE CITY OF WEST COVINA,
CALIFORNIA, VACATING AND ABANDONING A
PORTION OF OPEN SPACE LOT WHICH HAS BEEN
SUPERSEDED BY RELOCATION. (WALKWAY FOR
TRACT NO. 31147).
b) RESOLUTION NO. e77s-- A RESOLUTION OF THE
CITY COUNCIL OF THE CITY OF WEST COVINA,
CALIFORNIA, AUTHORIZING THE MAYOR AND
CITY CLERK TO EXECUTE A .QUITCLAIM OF
EASEMENT IN FAVOR OF U.B.S. PARTNERSHIP.
