West of Countryside Drive to Grand Avenue Summary: Due to specialized inspection of steel waterlines for this project, Staff is recommending City enter into an agreement with ASL Consultants, Inc. for this specialized inspection. Background: On April 2, 1991, the City Council authorized execution of an agreement with ASL Consultants, Inc. for the inspection of the Phase I 30-inch waterline construction in Amar Road. A total of six proposals were reviewed for the specialized inspection services necessary to assure compliance with American Water Works Association welding specification requirements. Phase I pipeline construction is substantially complete and the contract for Phase II will be presented to City Council for award on February 4, 1992. Phase H is an extention of the Phase I pipeline from its present .terminus near Countryside Drive in Amar Road easterly to Grand Avenue. Analysis: This project is necessary to complete the connection from the City's water system to the joint transmission water line now being constructed in Grand Avenue by Walnut Valley Water District under the terms of a participation agreement with the City, the District and Valencia Heights Water Company. ASL Consultants has demonstrated excellent capability in performing the inspection services for Phase I construction. The fee of $16,500 for a Phase II inspection service submitted by ASL is the same amount ASL Consultants quoted for Phase I, which was almost 20% less than the next highest proposal. Since the scope of work for Phase l is about the same as Phase I, staff recommends ASL Consultants continue inspection services for the Phase H portion of the Amar Road Waterline construction as an extention of their existing contract for the fee as proposed. Fiscal Impact: Funds for the construction of the Phase II waterline as well as any associated engineering and inspection costs are currently budgeted as one of the projects funded from the Water Revenue Bonds sold in September, 1991. Alternatives: The only alternative would be to request new proposals for Phase H inspection services. This would require additional City Staff time and expense that doesn't appear to be justified. RECOMMENDATION: It is recommended that City Council authorize the Mayor and City Clerk to execute an agreement with ASL Consultants, Inc. W.
