Azusa, for balloons on November 16, 1987 -2- City Council Agenda Page Three October 26, 1987 6) ACCEPTANCE OF IMPROVEMENTS AND/OR RELEASE OF BONDS Location: North of West Covina Parkway, West of Glendora Avenue Acknowledge completion of onsite improvements and authorize release of Cash Deposit in the amount of $7,000. Staff recommends release. 7) MISCELLANEOUS PUBLIC WORKS It is proposed to renew the contract for maintenance of landscaping, hardscaping and sprinkler systems of City medians and areas adjacent to freeway rights -of -way for the fifth and final year of the Agreement. Staff recommends that the City Council grant renewal of Creative Landscaping Inc. contract for the coming twelve month period at a 4.8% increase. 8) TRAFFIC COMMITTEE MINUTES (Accept and file) The request of :arty Spiegelman that parkin. restrictions be removed from the east side of Glendora Avenue in the vicinity of 510 Glendora was approved if it becomes necessary in the near future. II. The request of M. W. Popoff that 20 feet of curb parking be restricted easterly of the east drive approach to the Cameron School was approved. III. The request of Margaret Twist that conditions at the intersection of California Avenue and West Covina Parkway be reviewed was noted. It was recommended that the report be received and filed. IV. The request of Mrs. J: Campbell that limited parking restrictions be installed on Mobeck Street, Charlinda Street and Fleetwell Avenue east of West Covina High School was approved. V. The request of Louis Quan that parking be restricted on the north side of Puente Avenue east of Azusa Avenue for a distance of 170 feet was approved. VI. The request of Marcia Chiono that parking restrictions be temporarily suspended along the west side of Sunset Avenue south of Merced was denied. VII. The request of Ted D. Bautista that the traffic conditions on northbound Citrus Street north of Garvey Avenue South be reviewed resulted in the recommendation that a yield sign and pavement message be installed on the westbound Garvey Avenue South approach to Citrus Street. -3- City Council Agenda• • Page Four October 26, 1987 9) ORDINANCES FOR ADOPTION (Waive reading and adopt) Three ordinances were introduced at recent City Council meetings and are now before Council for adoption. Ordinance No. 1755 would authorize an amendment of the City's Public Employee Retirement System Contract for public safety employees to receive the 2 per cent at 50 program benefit; Ordinance No. 1756 would regulate the establishment of second units on single-family lots; Ordinance No. 1757 would allow a zone change of three parcels of land at 2009-2013 W. Garvey from -Planned Industrial to Low Density Multiple Family to conform with the development guidelines recommended in the Gateway Corridor Study. It is recommended that the City Council waive further reading and adopt the following ordinances: ORDINANCE NO. 1755 - AN ORDINANCE OF THE CITY COUNCIL OF THE CITY OF WEST COVINA, CALIFORNIA, AUTHORIZING AN AMENDMENT TO THE CONTRACT BETWEEN COUNCIL AND THE BOARD OF ADMINISTRATION CALIFORNIA PUBLIC EMPLOYEES RETIREMENT SYSTEM. ORDINANCE NO. 1756 - AN ORDINANCE OF THE CITY COUNCIL OF THE CITY OF WEST COVINA, CALIFORNIA, AMENDING THE WEST COVINA MUNICIPAL CODE, CHAPTER 26, ARTICLE XII, DIVISION 11, SECTION 26-685.35(i) AS IT RELATES TO DEVELOPMENT STANDARDS FOR SECOND -UNITS ON SINGLE-FAMILY LOTS. (Receive and file) 11) CONSTRUCTION ACTIVITIES Quarterly Construction Report(Receive and File) This report is to provide the City Council with a summary of major construction activity for the quarter ending October 30, 1987. 12) MISCELLANEOUS a) Ratification of Fireworks Display Staff of Edgewood High School requested approval of a professionally conducted fireworks display as part of the annual Homecoming Game at West Covina High School football field on Friday evening, October 16, 1987. It is recommended that the City Council ratify the request for a fireworks display sponsored by Edgewood High School at West Covina High School on October 16, 1987. b) City Manager's Absence The West Covina Municipal Code requires that the City Manager attend all meetings of the City Council unless excused therefrom.
