REVIEW CONDITIONS ON WEDNESDAY DRIVE AT HAWAII.
Findings'
The request letter referred to visual problems experienced by vehicle operators at the
northbound approach of Hawaii to Wednesday Drive. Specifically, vehicles
approaching eastbound on Wednesday Drive are at least partially obscured from
vehicle operators located at the northbound approach of Hawaii. Wednesday Drive is
a forty -foot street curb -to -curb at this location. Hawaii is a private street serving the
Shadow Oak Villas III condominiums. The northbound approach of Hawaii to
Wednesday Drive is located on the inside of a horizontal curve on Wednesday Drive.
This .condition of alignment requires that vehicle operators view eastbound vehicles on
Wednesday Drive at least in part through a wrought iron fence. The fence is
congruent with the back of the sidewalk along the south side of Wednesday Drive and
the north property line of Shadow Oak Villas III.
The eastbound traffic is visible through this fence even at the acute viewing angle
formed by the Hawaii approach and the eastbound lane. However, there are visual
barriers existing -on the Shadow Oak Villas III open space south of their wrought iron
fence. There are two particular shrubs and a sign that act as visual obstructions from
Hawaii, depending on the location of the approaching eastbound vehicles on
Wednesday Drive. Staff has written to Ms. St. John explaining the location of these
visual obstructions and recommending their removal or relocation.
Parking is prohibited along the south side of Wednesday Drive to 100 feet west of
Hawaii. These parking restrictions prevent curb parked vehicles from acting as visual
barriers. The existing parking restrictions provide a safe stopping sight distance on
wet pavement at 35 MPH or 220 feet. Extending the parking prohibition an
additional 80 feet will provide a safe stopping sight distance for vehicles traveling at
43 MPH or 300 feet. Few vehicles, if any, will exceed 43 MPH along this segment
of Wednesday Drive. During the field investigation, it was revealed that there were
no vehicles parked along the south side of Wednesday Drive.
STAFF RECOMMENDATION:
THAT THE PARKING PROHIBITION ALONG THE SOUTH SIDE OF
WEDNESDAY� DRIVE WEST OF HAWAII BE EXTENDED TO 180 FEET.

THAT LIMITED PARKING RESTRICTIONS BE INSTALLED ON THE WEST
SIDE OF BANDY AVENUE NORTH OF WALNUT CREEK PARKWAY.
Findings:
The request was prompted by complaints of vehicles parking for extended periods
along the curbline at this residence. These vehicle operators are reportedly parked
daily during the work week to form a van pool. The requester feels the presence of
° these vehicles is a safety concern.
A field investigation by staff revealed four vehicles parked along the east curbline of
Bandy Avenue north of Walnut Creek Parkway and one vehicle parked in front of the
residence to the north of 323 South Bandy Avenue.
Bandy Avenue is a residential street with a prima facie 25 MPH speed limit and is 40
feet in width, curb -to -curb. There is no apparent safety concern associated with
either the number of vehicles or the location where they are parking.
STAFF RECOMMENDATION:
