SUBJECT: City Proiect MP92115-Drainage Control on Valerie Court
and Access Road South of Wednesday Drive
SUMMARY: Plans and Specifications have been completed for City Project h1P-92115
which provides for drainage facilities to eliminate flooding to private property on
Valerie Court and Access Road South of Wednesday Drive.
BACKGROUND:
Mr. and Mrs. Hernandez of 1936 Valerie Court complained about flooding
that caused damage to their property due to runoff from the slopes/open space adjacent to
their property. Staff visited the site and determined that there could be flooding to the
property during heavy rains. However, it was determined that no damage occurred to the
property so far. To mitigate the problem, a dirt Swale was dug to intercept the runoff and
divert the water to the street. This was a temporary measure to alleviate any damage until a
permanent facility was constructed.
Mr. and Mrs. Barajas of 18127 Renault Street, La Puente, complained about
flooding and damage to their property. The North property line of their property is at the
City Boundary. Adjacent to their property, and within the City of West Covina, there is an
access road. Runoff from the slope adjacent to the access road accumulates at a sump point
at their North property line: From there, water travels southerly through their property to
Renault Street in La Puente. During a heavy rain, the runoff can be substantial and could
cause damage to their property.
Engineering .staff surveyed the area and the property owners were then
informed that to eliminate potential flood damage, a drain pipe has to be constructed through
their property. For the City to build the drain pipe, a 5-foot easement is required. Staff
prepared and property owners signed a document giving the City of West Covina a 5-foot
easement, along their Westerly property line, for drainage purposes.
ANALYSIS:
In both locations, a flooding condition exists that could cause damage to
private property. The water runoff should be channelled to the streets through drainage
devices to eliminate possible damage to private property and claims against the City.
The work involved in the construction of the drainage devices is of a minor
scale. The two locations are close to each other which makes it favorable to have them
constructed under one project.
Pursuant to Government Code Section 65402(b) this project is of a minor
nature and, therefore, exempt from the requirements for Environmental Impact Report.

FISCAL IMPACT:
The estimated construction cost of this project is $11,000.00 plus $4,000.00
for engineering, inspection, contingencies, etc. for a total cost of $15,000.00. The actual
construction cost will be known when the bids are opened.
The funds available for this project are as follows:
MP-92115-Drainage Control on Tuesday/Wednesday slope=$50,000.00.
ALTERNATIVES:
1) Delete the project from the Capital Improvement Program.
2) Construct the portion along the access road south of Wednesday Drive as
designed and leave temporary improvements at Valerie Court.
3) Construct the drainage devices on both locations as designed by Staff.
A heavy rain can easily cause water runoff to infiltrate private residences on
both locations causing extensive drainage and liability to the City. Considering the cost and
consequences of not building the drainage devices, the first alternate does not seem to be
practical.
The existing temporary work is deteriorating rapidly and needs continuous
maintenance. In a short time, the cost of maintaining the dirt swale will exceed the cost of
constructing a dependable and relativewly maintenance free system.
RECOMMENDATION:
It is recommended that the City Council take the following action:
a) Approve the plans and specifications for the City Project MP-92115 and
authorize the City Engineer to call for bids.
b) Approve Easement Agreement with Mr. and Mrs. Barajas for work to be
done regarding the Renault Street drain and authorize the Mayor and City Clerk to execute
said Agreement.

EASEMENT DEDICATION
THIS AGREEMENT, made and entered into this day of ,
19 , between the CITY OF WEST COVINA, a Municipal Corporation, hereafter referred
to as "City" and , hereinafter referred to as "Property Owners".
VWITNE.ESETH:
WHEREAS, the City has proposed to construct an underground drain along the
westerly property line the full length of the property to Renault Street hereinafter referred to
as "Project"; and
WHEREAS, the City requires easement dedication for the construction of the
underground drain in order to complete the Project; and
WHEREAS, the Project will include the placement of a walkway within the required
dedication.
NOW, THEREFORE, it is hereby agreed by and between the parties that:
CITY AGREES:
1. City will construct an underground drain the length of the Project and a
walkway along the westerly property line as shown on Exhibit "B", cut and
replace any existing irrigation lines within the proposed easement (the "Work).
PROPERTY OWNERS AGREE:
1. Property Owners will execute a Grant Deed in the form set out on Exhibit "A"
conveying an easement to the City in consideration of the work above
specified.
