Acknowledge setting of monuments and authorize release of
Ohio Casualty Insurance Company Bond No. 2-545-2-4 in the
amount of $1,000. Staff recommends release.
5) TEMPORARY USE PERMITS (Receive and file)
Temporary Use Permit No. 1744-87 approved for St. Christopher's
Church, 629 S. Glendora, for their Annual Fiesta, October 2nd through
October 4th.
6) ACCEPTANCE OF IMPROVEMENTS AND/OR RELEASE OF BONDS
a) Precise Plan 796 - Guarantee Release - C. C. & F
Location: West of Sunset Avenue, north of Merced Avenue
Authorize release of Cash Deposit in the amount of $226,500
as replaced by Continental Bank Letter of Credit No. 6525384
in the amount of $226,500. Staff recommends release.
b) Tract 43927 - Public Works Improvements - J. D. Price
Location: West of Lark Ellen, south of Pass & Covina Road
Accept public works improvements and authorize release of
Transamerica Bond No. TP-1492526 in the amount of $42,000.
Staff recommends acceptance.

It is recommended that the City Council adopt the following
resolution:

8) TRAFFIC COMMITTEE MINUTES OF SEPTEMBER 22, 1987
I. The request of Donald Liegler, M. D., for additional parking
restrictions on the north side of Cameron Avenue east of Toluca
was approved.
II. The request of Susie Costick for parking restrictions for
street sweeping purposes on Gehrig Street, Lindsey Court,
Cravath Court, Tinker Street, Maranville Court and Chance
Street was approved.
III. The City initiated request for additional parking restrictions
on the north and south sides of Cameron Avenue east of Lark
Ellen was approved.
IV. The request of James Alsip for a handicapped parking stall
adjacent to 1801 Harrington was approved for six months.
9) ORDINANCES FOR ADOPTION (Waive reading and -adopt)
Three ordinances introduced at the September 14, 1987 Council meeting
are now before Council for adoption. These ordinances would modify
speed limits on Garvey Avenue South and connecting streets; restrict
the use of certain property maintenance equipment; and exempt certain
small detached structures from the required side and rear yard
in residential zones.
ORDINANCE NO. 1752 - AN ORDINANCE OF THE CITY COUNCIL OF THE CITY
OF WEST COVINA, CALIFORNIA, AMENDING SECTIONS 22-131 AND 22-132
OF THE WEST COVINA MUNICIPAL, CODE RELATING TO INCREASES AND DECREASES
OF STATE LAW MAXIMUM SPEEDS.
ORDINANCE NO. 1753 - AN ORDINANCE OF THE CITY COUNCIL OF THE CITY
OF WEST COVINA, CALIFORNIA, ADDING SECTION 15-97 TO THE WEST COVINA
MUNICIPAL CODE RESTRICTING THE HOURS OF OPERATION OF LANDSCAPE
MAINTENANCE EQUIPMENT IN RESIDENTIAL ZONES.
ORDINANCE NO. 1754 - AN ORDINANCE OF THE CITY COUNCIL OF THE CITY
OF WEST COVINA, CALIFORNIA, AMENDING THE WEST COVINA MUNICIPAL
CODE, CHAPTER 26, ARTICLE VIII, BY ADDING SECTION 26-405.5 AS IT
RELATES TO SETBACKS FOR SMALL ACCESSORY STRUCTURES LOCATED BEHIND

11) AWARD OF BIDS
a) Purchase of Truck Body for Animal Control Vehicle
Bids were advertised and solicited for the purchase of a truck
body for the Animal Control Vehicle shared with the City of
Covina. It is recommended that the City Council award Bid
No. 88-2, for the purchase of a truck body for animal control,
to Royal Truck Body, Paramount, California, in the amount
of $7,271.82, including tax and installation.
b) SP-88110 - Rio De Oro Drive Reconstruction
This project consists of the construction of a cul-de-sac
at the west end of Rio de Oro Drive just east of Azusa Avenue
and the elimination of the North/South section of the street.
The construction cost is $21,811.00 It is recommended that
the City Council take the following actions:
1) Transfer $6,000.00 from Project MP-87139
(110-320-3751-7900) to Project SP-88110
(110-320-3816-7900).
2) Accept the bid of J. E. G. Construction Co., Inc.
of Pomona in the amount of $21,811.00 as submitted
at the bid opening on September 22, 1987, and
authorize the Mayor and City Clerk to execute an
Agreement with said J. E. G. Construction Co., Inc.
for the work to be done.
c) SD-88107 - Repair of Storm Retention Basin
This project consists of the construction of the reinforced
concrete channel in the storm retention basin at the southeast
corner of Cameron Avenue and East Hills Drive. Total
construction cost is $14,650, It is recommended that the
City Council accept the bid of De Armond Construction of Fontana
in the amount of $14,650 as submitted at the bid opening on
September 22, 1987, and authorize the Mayor and City Clerk
to execute the Agreement with said De Armond Construction
for the work to be done.

1) Appeal of Planning Commission Decision to Deny
Tentative Parcel Map No. 18916 and Variance No. 891

The subject cases were denied by the Planning Commission and have
subsequently been appealed to the City Council by the applicant.
The project consists of a tentative parcel map splitting two parcels
into three lots and a variance to allow less than the required minimum
lot widths at 1203 West Rowland Avenue in the Single -Family (R-1)
Zone, Area District I.

1) Resolution Proclaiming "Water Awareness Week"
The State Department of Water Resources has designated October 19
- 24, 1987 as Water Awareness Week and the City has been requested
to adopt a resolution to this effect. It is recommended that the
City Council adopt the following resolution:

COMMUNITY SERVICES DIVISION
1) COMMUNITY SERVICES DEPARTMENT
a) Landfill Closure Financin
BKK Corporation is required to obtain financial assurances to
finance their closure plan. The Transition/Waste Management
Commission believes that the City should encourage the past
users of the landfill to provide those financial assurances.
It is recommended that the City Council approve the recommendation
of the Transition/Waste Management Commission to advise BKK,
Department of Health Services and the Environmental Protection
Agency of the City's willingness to assist in obtaining financial
assurances from the past users of the BKK Landfill.

Intent and introduction of an ordinance to amend the City's Contract
with the Public Employees' Retirement System (PERS). This Amendment
will provide employees with 2% at 50 program benefit as stipulated
in Section 21252.01 of the Government Code for Public Safety. It
is recommended that the City Council:

1) The Council -approved Management and Confidential Productivity
Compensation Plan provides for a biennial review and adjustment of
salary ranges for the City's management and confidential employees.
The required market survey and internal alignment recommendations
have been submitted for Council consideration by the City's consultant,
William Hamilton and Associates. It is recommended that the City
Council adopt the following resolution

resolution:

The National League of Cities will hold its annual conference in
December. The NLC has requested the City Council to designate voting
