CONSENT CALENDAR Continued 5) APPROVAL OF FINAL MAPS Parcel maps 18362 and 18363 - Final t Covina The West Covina Joint Venture is requesting approval of Parcel Maps 18362 and 18363 in order to create extra lots within Tract No. 33835 that were lost due to poor soils conditions in another portion of the tract. It is recommended that the City Council adopt the following resolutions: RESOLUTION NO. 8098 - A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF WEST COVINA, CALIFORNIA, APPROVING FINAL MAP OF PARCEL MAP NO. 18362. RESOLUTION NO. 8099 - A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF WEST COVINA, CALIFORNIA, APPROVING FINAL MAP OF PARCEL MAP NO. 18363. 6) TEMPORARY USE PERMITS (Receive and file) a) Temporary Use Permit No 1742-87 approved for West Covina Toyota, 821 S. Glendora for balloons on August 29th and 30th. b) Temporary Use Permit No. 1743-87 approved for West Covina Toyota, 821 S. Glendora for balloons on Sept. 5th, 6th and 7th. 7) MISCELLANEOUS PUBLIC WORKS a) 1987-92 Capital Improvement Program Staff has submitted the proposed 1987-92 Capital Improvement Program, as prepared by staff, for City Council consideration. The 1987-88 Fiscal Year Section of the program has been approved and budgeted. It is recommended that the City Council receive and file the 1987-1992 Capital Improvement Program. b) Renewal of Maintenance Contract for Maintenance District 1 8 2 This contract provides for the landscape maintenance of 23 acres of developed green belt area with ornamental plantings located south of Fairgrove Avenue and east of Lark Ellen Avenue. Staff recommends that the City Council grant renewal of Mariposa Landscape's contract for the coming twelve month period at a 4% increase. 8) AWARD OF BIDS a) Purchase of Portable Radios Bid 88-1 Bids were solicited for the purchase of nine (9) portable radios, chargers, and associated spare parts. Upon reviewing the bids received, it is proposed to award the bid to the lowest bidder. It is recommended that the City Council award Bid 88-1 for the purchase of nine (9) portable radios, chargers, and associated spare parts to Rockwell Communications, Azusa, California, in the amount of $5,602.90 plus tax. - 3- r1 City Council Agenda• • Page Four September 14, 1987 B. CONSENT CALENDAR Continued b) TP-88108 - Bus Stop Pads This Dro.iect consists of the construction of (7) hus stop areas to improve the condition and extend the life of the street. The locations are in West Covina Parkway from Toluca to Vincent Avenue. The construction cost is $69,673.00. It is recommended that the City Council accept the bid of EGN Construction, Inc., of Irwindale 1n the amount of $69,673.00 as submitted at the bid opening on September 8, 1987, and authorize the Mayor and City Clerk to execute an Agreement with said EGN Construction, Inc., for the work to be done. c) Purchase of Equipment for the Maintenance Department Due to the excellent results we have had in the past with the State of California and Los Angeles County Cooperative Purchasing Agreements, we are recommending waiver of the formal bid procedures, and request approval to purchase equipment along with the City of Los Angeles and the County of Riverside. It is recommended that the City Council: 1) Waive the formal bid procedures for the purchase of an aerial tower truck and front end loader. 2) Authorize staff to purchase a new, fifty-two foot Hi -Ranger Aerial Tower Truck, utilizing the City of Los Angeles' Bid No. F8448, from West Coast Utility Equipment Co. for $73,994.82, including tax and trade-in. 3) Authorize staff to purchase a new John Deere 544D Front End Loader, utilizing the County of Riverside's Bid No. 92085, from Coast Line Equipment for $64,039.52, including tax. 4) Adopt a resolution declaring Unit No. 443, a 1975 Ford LR50 Aerial Tower Truck as surplus: RESOLUTION NO. 8100 - A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF WEST COVINA, CALIFORNIA, DECLARING CERTAIN CITY PROPERTY AS SURPLUS. 9) ADMINISTRATIVE REVIEW BOARD a) SLIGHT MODIFICATION NO. 122 CATEGORICAL EXEMPTION APPLICANT: Hassen Real Estate Partnership LOCATION: 469-479 North Azusa Avenue (Pad 3) REQUEST: To encroach a single -story commercial building three feet into the required fifteen foot front yard setback in the Service -Commercial (S-C) Zone. In accordance with the provisions of State Law, these materials may now be destroyed. PUBLIC VORKS DIVISION 1) Ordinance Introduction - Garvey Avenue South, Speed Zone Page Six In August, the Traffic Committee approved various changes to the Garvey Avenue South speed zone which must be enacted by ordinance. It is recommended that the City Council introduce the following Ordinance: AN ORDINANCE OF THE CITY COUNCIL OF THE CITY OF WEST COVINA, CALIFORNIA, AMENDING SECTIONS 22-131 AND 22-132 OF THE WEST COVINA MUNICIPAL CODE RELATING TO INCREASES AND DECREASES OF STATE LAW MAXIMUM SPEEDS. This report reviews the impacts of limiting the use of such equipment to selected hours of the day, the question of deposition of debris onto public property, and the discussion of enforcement procedures. It is recommended that the City Council introduce the following ordinance: AN ORDINANCE OF THE CITY OF WEST COVINA ADDING SECTION 15-97 TO THE WEST COVINA MUNICIPAL CODE RESTRICTING THE HOURS OF OPERATION OF LANDSCAPE MAINTENANCE EQUIPMENT IN RESIDENTIAL ZONES. Motion by 2nd by To Introduce Disapprove Hold Over. b) Detachment of City Territory From Consolidated Fire Protection The City of West Covina is making application to the Local Agency Formation Commission for detachment of land in the City from the Consolidated Fire Protection District. This land was annexed to the City in 1978 (Annexation No. 225) and is located south of Cameron Avenue west of Grand Avenue. It is recommended that the City Council approve this annexation by the adoption of the following: RESOLUTION NO. - A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF WEST COVINA, CALIFORNIA, MAKING APPLICATION TO THE LOCAL AGENCY FORMATION COMMISSION FOR DETACHMENT OF TERRITORY FROM THE CONSOLIDATED FIRE PROTECTION DISTRICT. COPMINITY SERVICES Continued 2) PLANNING DEPARTMENT a) Small Detached Structures This code amendment proposes to exempt certain small, detached structures from the required side yards and rear setbacks located behind the main residence in the Single -Family Zone. Staff recommends that the City Council approve Code Amendment No. 207 in its revised form, by introducing the following ordinance: AN ORDINANCE OF THE CITY COUNCIL OF THE CITY OF WEST COVINA, CALIFORNIA, AMENDING THE WEST COVINA MUNICIPAL CODE, CHAPTER 26, ARTICLE VIII, BY ADDING SECTION 26-405.5 AS IT RELATES TO SETBACKS FOR SMALL ACCESSORY STRUCTURES LOCATED BEHIND THE MAIN BUILDING IN SINGLE-FAMILY ZONES. Motion by _2nd by To Introduce Disapprove Hold Over b) Agreement Regarding Precise Plan No. 780 (Brian Barbuto Corp) A Planning Director's Modification for Precise Plan No.780 was required to resolve a deviation from the approved precise plan elevation for a project on Virginia Avenue, west of Barranca. An agreement between the developer, abutting property owner, and the City is proposed to resolve the differences between the parties. Staff recommends that the City Council approve the Settlement, Compromise and Release, and authorize the Mayor and City Clerk to execute the agreement. OPERATIONAL SERVICES DIVISION 1) PERSONNEL SERVICES a) West_ Covina A report has been prepared pertaining to the recognition of Communications Operators' Association for recognition for the period beginning August 1, 1987 and ending July 31, 1988. It is the recommendation of the Personnel Commission that the City Council grant recognition to the West Covina Communications Operators' Association for the Public Safety Dispatcher employees beginning August 1, 1987 and ending July 31, 1988. L 1) Pending Retirement of the City Treasurer City Treasurer Yvonne Calmes has submitted her resignation from office effective October 1, 1987. State law requires the City Council to fill the vacancy by appointment within the thirty days or to call a special election for this purpose. The City Council may consider either option at this meeting. Because the filling of vacancies in elective office is within the sole purview of the City Council, staff makes no recommendations.
