SUMMARY: On January 13, 1994, three bids were received and opened for this project which
provides for the construction of a new 35 space parking lot with concrete bridge
located just west of the north wing portion of the Senior Citizens Center. in Cortez
Park: The lowest responsible bid was $208,352 from E.C. Construction
Company of South El Monte.
BACKGROUND
With the upcoming construction of the new Fire Station No.2 in Cortez Park, the architect
reviewed the parking availability ,Ind needs of the existin,,.Senior Center. By locating the new
fire station near the westerly park houndary, CIII-I"ellt parking spaces could be relocated much
closer to the Cortez Senior Center. This space relocation consists of moving 35 of the current
spaces into a new parking lot just west of the north wing to the Senior Center. This will greatly
improve access for the senior using the center. Even though the new fire station will not create
any additional parking demands, the new parking lot modifications will add a net total of eight
new spaces and bring the total parking provided at the south side of the park to 191.
On November 16, 1996.. City Council approved the plans and specifications for the parking lot
and parking area modifications at Cortez Park. Requests for bids were advertised in the Sall
Gabriel Valley Tribune on December I and 8, 1993. On January 13, 1994, three bids for the
project were opened and reviewed in the office of the City (:'lerk. The lowest responsive bidder
was E.C. Construction of South El Monte for $208,352. A summary of the bids received is as

ANALYSIS
Staff has reviewed the bid of E.(:'. Construction ;ill(]: ll;tve found it to be complete. ill addition,
staff has contacted two local municipalities who have ha(I work done by E.C. Construction and
both gave good recommendations for their quality and workmanship. The company is currently
in good standing with the State Contractors Board.
In reviewing the bidding process to determine why only three contractors bid this project, staff
concluded that since State law will only let "A" licensed oeneral contractors bid this type of
project, the pool of available qualified contractors is hillited. "A" contractors are licensed by
the State for general engineering construction such as Ilood control channels, dams, streets and
highway type construction and usually hid IlrOjccts niuch lar`_er than this.
The bid price of $208,352 is very close to the cost estimate of $225,000 which was tabulated
by a cost estimator hired by the architect. When contin'oencies and inspection costs are added
the total project cost of $243,000 is only 8`/, higher than the original estimate.
Because of the reconlnlendatioil to rehid the construction of the fire station, staff considered
deferring award of the parking lot contract until the rehidding was complete. However, this
project is independent of the fire station ;Ind could redtICC the impact on parking availability at

FUNDING
Currently $150,000 from Conu»unity Development Block Grant (CDBG) funds have been
appropriated for this project. An additional $93.000 from CDBG fulldS is needed to complete
this project. Staff is recommending that the following transfers be made in order to complete
the funding for .this project:
1) $30,000 from the $62,000 remaining in the Senior Center building modification account.
This will still leave enough funding to complete this year's building projects.
2) $10,000 from the Gingrich Park walkways studies account. Staff will be conducting this
study and therefor this transfer will not affect this project.
3) $20,000 from the parks walkway
