Garvey, for balloons on July 18 and 19, 1987. 6) MISCELLANEOUS PUBLIC WORKS a) East San Gabriel Valley Consortium -Extension of Communit Beautification Agreement This agreement authorizes the San Gabriel Valley Consortium to furnish to the City of West Covina 99 days of services of a crew of five people. It is recommended that the City Council authorize the Mayor and City Clerk to execute an agreement with the East San Gabriel Valley Consortium in an amount not to exceed $27,920. b) Lot Line Adjustment N0.61-Robert Holder Robert and Christine L. Holder request to adjust a lot line between their properties on Lark Ellen Avenue between hlcWood and Michelle. It is recommended that the City Council adopt the following resolution: RESOLUTION NO. 8076 - A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF WEST COVINA, CALIFORNIA, APPROVING LOT LINE ADJUSTMENT NO. 61 AND DIRECTING THE RECORDATION THEREOF. CONSENT CALENDAR Continued 7) TRAFFIC COMMITTEE MINUTES Continued i) The City initiated request for designating various City truck routes STAA Super Truck routes was approved. j) The request of Carol Roquemore for the installation of a traffic signal at Nogales and Amanda was denied; however, the staff was directed to review the location again in January, 1988. 8) ORDINANCES FOR ADOPTION (Waive reading and adopt) This is the second reading of two ordinances introduced at the July 13, 1987 City Council meeting. The first ordinance restricts the parking of large vehicles on City streets. The second changes the closure time of City parks from midnight to 10:00 p.m. It is recommended that the City Council waive further reading and adopt the following ordinances: ORDINANCE NO. 1747 - AN ORDINANCE OF THE CITY COUNCIL OF THE CITY OF WEST COVINA, CALIFORNIA, AMENDING SECTION 22-189 OF THE WEST COVINA MUNICIPAL CODE RELATED TO VEHICLE HEIGHT PARKING RESTRICTIONS. ORDINANCE NO. 1748 - AN ORDINANCE OF THE CITY COUNCIL OF THE CITY OF WEST COVINA, CALIFORNIA, AMENDING THE WEST COVINA MUNICIPAL CODE SECTION 16-17 (c) DEALING WITH PARK CLOSURE TIME. 9) CITY TREASURER'S REPORT FOR THE MONTH OF JUNE, 1987 Treasurer's Report of cash balances and investments. When recognized, please come forward to the podium and state your name and address for the record. 1) SMALL DETACHED STRUCTURES LOCATED BEHIND THE MAIN BUILDING IN SINGLE-FAMILY ZONES - Amendment No. 207 (Closed Hearing) The City is considering an amendment to the Municipal Code to allow small structures in the required side and rear yard setbacks behind the main residence in Single -Family Residential Zones. This is a City Council policy matter at this time. Should the City Council decide to adopt Code Amendment No. 207, (as amended) staff recommends the introduction of the following ordinance: AN ORDINANCE OF THE CITY COUNCIL OF THE CITY OF WEST COVINA, CALIFORNIA, AMENDING THE WEST COVINA MUNICIPAL CODE, CHAPTER 26, ARTICLE VIII, BY ADDING SECTION 26-405.5 AS IT RELATES TO SETBACKS FOR SMALL ACCESSORY STRUCTURES LOCATED BEHIND THE MAIN BUILDING IN SINGLE-FAMILY ZONES. HEARINGS Continued 2) APPEAL OF PLANNING COMMISSION DECISION TO DENY ZONE CHANGE NO. 604 PRECISE PLAN NO. 783, REVISION 1 VARIANCE NO. 887 NEGATIVE DECLARATION OF ENVIRONMENTAL IMPACT Jack Mazmanian This project consists of a zone change from Open -Space (0-S) Freeway Corridor Overlay Zone, and a precise plan for a two-story, 9,974 square foot office building with a variance from certain standards of the Municipal Code to allow less than the required minimum lot depth and to allow less than the required minimum parking lot setback on a 0.43-acre site. On June 17,1987, the Planning Commission adopted Resolution No. 6-87-3550 denying the project by a unanimous vote of four to zero. The applicant filed an appeal of the decision with the City Clerk on July 1, 1987. It is recommended that the City Council adopt the following resolution: RESOLUTION NO. - A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF WEST COVINA, CALIFORNIA, AMENDING RESOLUTION NO. 7223 RELATING TO CLASSIFICATION AND COMPENSATION OF POSITIONS, AS AMENDED; APPROVING CLASS SPECIFICATION AND SALARY RANGE FOR PLANNING ASSOCIATE. It is staff's recommendation that the City Council authorize the Finance Director to renew the 'agreement with McGladrey Hendrickson & Pullen to perform annual audits of City, Agency, and Authority records for the fiscal year ended June 30, 1987 for a sum not to exceed $47,520. PUBLIC SAFETY DIVISION 1) FIRE AUTHORITY a) First Supplemental Weed & Rubbish Abatement List July 27, 1987 This request provides for the lawful and safe removal of dangerous and/or noxious weeds and trash from vacant residential properties under the established Weed Abatement Program. It is recommended that the City Council adopt the following resolution approving the First Supplemental Weed and Rubbish Abatement List for 1986-87 and set the date of Monday, August 10, 1987, at 8:00 p.m. for the Protest Hearing on the proposed removal of weeds and rubbish from the properties described in the First Supplemental List. RESOLUTION NO. - A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF WEST COVINA, CALIFORNIA, AMENDING RESOLUTION OF INTENTION NO. 7986 BY APPROVING THE FIRST SUPPLEMENTAL WEED AND RUBBISH ABATEMENT LIST. ACTION: Motion by 2nd by To WAIVE further reading of the Resolution, and Adopt 2) POLICE DEPARTMENT Disapprove Hold Over a) Mid -Year Crime Status Report Each year the Chief of Police prepares an annual and a mid -year report to the City Council on the status of major crimes 'documented in the community. The instant report reflects a substantial decrease in major crime for the first six months of 1987 and when compared to similar time frames for the period 1982. through 1986, this year's first six months experience is at the lowest point in the time frame described. Recommendation is to receive and file this report. It is recommended that the City Council designate the West Covina Jaycees as the Bicentennial Committee for the City and authorize the Mayor to apply to the State and Local Affairs Commission on the Bicentennial of the United States Constitution. ACTION Motion by 2nd by To Approve Disapprove Hold Over Amendment of Eastland Project Area and Preparation of a Preliminary Redevelopment Plan In implementation of the Freeway Corridor Study, the City Council is requesting "the Planning Commission to review and amend the Eastland Project Area. It is recommended that the City Council request the Planning Commission to amend the Eastland Project Area and prepare a preliminary redevelopment plan. ACTION: Motion by 2nd by To Approve Disapprove Audit Authority of City Treasurer Hold Over The City Treasurer is requesting that the City Council adopt an ordinance which would provide authority to the treasurer to perform audits and to issue subpoenas to enforce the City's business license tax. It is recommended that the City Council introduce the following ordinance: AN ORDINANCE OF THE CITY COUNCIL OF THE CITY OF WEST COVINA, CALIFORNIA, AMENDING SECTION 14-37 OF THE WEST COVINA MUNICIPAL CODE, PROVIDING THE CITY TREASURER, THE DESIGNATED CITY LICENSE COLLECTOR, THE POWER TO PERFORM AUDITS AND ISSUE SUBPOENAS WITH RESPECT TO THE BUSINESS LICENSE TAX. In addition, the City Council may consider the sunsetting of one of the City's Commissions. Because Commission appointments are the sole purview of the City Council, staff makes no recommendations.
