It is recommended that the City Council adopt the following resolutions: RESOLUTION NO. 8071 - A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF WEST COVINA, CALIFORNIA, AUTHORIZING THE MAYOR AND CITY CLERK TO EXECUTE A GRANT OF EASEMENT IN FAVOR OF LOS ANGELES COUNTY FLOOD CONTROL DISTRICT. b) Quarterly Construction Activity Report - Informational This report describes current Public Works construction activity.. c) Miscellaneous Transfer Drain No. 81 This is a request for a Quitclaim Easement Document in favor of the Los Angeles County Flood Control District for storm drain purposes. It is recommended that the City Council adopt the following the following resolution: RESOLUTION NO. 8072 - A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF WEST COVINA, CALIFORNIA, AUTHORIZING THE MAYOR AND CITY CLERK TO EXECUTE A QUITCLAIM OF EASEMENT IN FAVOR OF LOS ANGELES COUNTY FLOOD CONTROL DISTRICT. d) TS-87172 - Azusa Avenue/Shopping Center Tr, - Transfer of Funds Due to unanticipated repair work an additional $4,700 is required to be transferred from another project so that final payments can be made. It is recommended that the City Council authorize the transfer of $4,700 from Project TS-87153 (124-320-3770-7800) to Project TS-87172 (.160-320-3793-7800). -3- nucnu„ Page Four UYIJ W, 1791 e) County Sanitation District Agreement for Disposal Services R 9) This Agreement would allow the City of West Covina to dispose of refuse at the Puente Hills Landfill that will not be accepted by the B.K.K. Landfill.' It is recommended that the City Council authorize the Mayor and City Clerk to execute the Agreement with the County Sanitation District. f) Renewal of Maintenance Contract for Citywide Park Property This contract provides for the landscape maintenance of City Parks which include Woodgrove, Shadow Oak, Gingrich, and Friendship Park, respectively, in addition to landscaping north of Valley Blvd., at Morganfield Avenue. Staff recommends that the City Council grant renewal of J & R Landscape Maintenance Company's contract for the coming twelve month period at a 3.4% increase. AWARD -OF BIDS SO-87117 - Citrus Street Storm Drain Repairs This is the repair of the storm between Montezuma Way and Larkhill transfer of the storm drain to Department of Public Works. Th $8,932.50. It is recommended that the bid of Glamuzina Construction amount of $8,932.50 as submitted July 7, 1987, and authorize the h execute an agreement with said G1 for the work to be done. Congressional Testimony by Mayor Pro Tem Manners Mayor Pro Tem Manners testified before the Health and Environment Subcommittee of the Committee on Energy and Commerce on July 2, 1987. It .is recommended that the City Council find the .requested personal testimony by Mayor Pro Tem Manners to be appropriate and consistent with City policy and of positive benefit to the City. f 1987-89 Financial Plan < Section 2-151 of the West Covina Municipal Code requires the City Manager to prepare and submit a proposed annual budget to the City Council for approval. This report requests adoption of the 1987-88 Annual' Budget for the City of West Covina, as well as approval of the 1987-89 Financial Plan. It is recommended that the City Council take the following actions: 1) Approve the 1987-89 Financial Plan; and 2) Adopt the 1987-88 Annual Budget by the following resolution: RESOLUTION NO. 8073 - A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF WEST COVINA, CALIFORNIA, ADOPTING THE OPERATING BUDGET AND THE CAPITAL IMPROVEMENT PROGRAM AND APPROVING THE APPROPRIATIONS FOR THE FISCAL YEAR COMMENCING JULY 1, 1987 AND ENDING JUNE 30, 1988. d) Appropriations Limit for Fiscal Year 1987-88 This report presents to the City Council requests from CLOCEA and the West Covina Police Officer's Association for recognition for the period beginning August 1, 1987 and ending July 31, 1988. The City of Covina wishes to lease this one share for one year. It is recommended that the City Council authorize the Mayor and City Clerk to execute the Water Lease Agreement with the City of Covina. COMMUNITY SERVICES DIVISION 1) HUMAN SERVICES DEPARTMENT a) Change in Park Closure Time Concerns have been raised about the current 12 midnight closure of City parks. It is proposed that the 12 midnight closing time for City parks be changed to 10:00 P.M." It is recommended that the City Council amend Section 16-17 (c) of the West Covina Municipal Code and change the City park closure time from 12 midnight to 10 P.M. by introducing the following ordinance: AN ORDINANCE OF THE CITY COUNCIL OF THE CITY OF WEST COVINA, CALIFORNIA, AMENDING THE WEST COVINA MUNICIPAL CODE SECTION 16-17 (c) DEALING WITH PARK CLOSURE TIME. Because of substantial cost savings, we have found it beneficial to purchase our vehicles using the State of California Vehicle Purchasing Program. The cost will be $10,757.03, plus tax, shipping, and processing fees. It is recommended that the City Council authorize the purchase of a pickup truck through the State of California Vehicle Purchasing Program at a cost of $10,757.02, plus tax, shipping, and processing fees. COMMUNICATIONS DEPARTMENT a) The franchise agreement between Falcon Cable TV and the City calls for a defined financial and equipment commitment in community programming. To partially fulfill that obligation a tripartite agreement has been formulated in cooperation with Mount San Antonio College and Falcon Cable TV which would honor those commitments in part as well as provide a realistic approach toward community programming in West Covina. It is recommended that the City Council approve the tripartite agreement between the City, Mount San Antonio College, and Falcon Cable TV. ACTION: Motion by 2nd by To Approve Disapprove Hold Over H. CITY MANAGER 1) West Covina Disposal Company's Request for Rate Increase The West Covina City Council has been asked to consider the request for a rate increase by the West Covina Disposal Company. Staff makes no recommendation as this is a matter of Council policy. ACTION: Motion by 2nd by To 2) Legislation The City Council has been asked to support AB 612 (Sher), which would include wine and spirit cooler bottles in the State recycling plan. The Council has also been asked to introduce an ordinance which would include these containers in the local system. It is recommended that the City Council support AB 612 (Sher) and authorize the Mayor to communicate this position to the appropriate individuals. It is further recommended that the City Council postpone consideration of introducing an ordinance to include wine and spirit bottles in the local recycling system pending City Attorney analysis. ACTION: Motion by 2nd by To Approve Disapprove Hold Over. - 9- AGENDA July 13, 1987 Page Ten 3) Solid Waste By Rail Feasibility Study The San Gabriel Valley Association of Cities Solid Waste Management Task Force is requesting financial support to conduct a feasibility study on transporting solid waste by rail to appropriate and willing locations for ultimate disposal. It is recommended that the City Council reappropriate the amount to fund a study by the Southern California Association of Governments to explore in-depth the feasibility of transporting solid waste by rail to appropriate and willing locations for ultimate disposal. COUNCILMEMBER'S REPORTS 1) Spadra Landfill July 13, 1987 Councilman Tennant has requested that the City Council consider directing the City's Sanitation District Representative to request withdrawal of the Spadra incinerator project in support of Supervisor Pete Schabarum's position in opposition to the project.
