SP-98102 AND SP-98105 CITRUS STREET AND CAMERON AVENUE STREET REHABILITATION - APPROVAL OF PLANS AND SPECIFICATIONS SUMMARY: Plans and specifications have been prepared for Project Nos. SP-98102 and SP-98105 which provide for coldmilling and asphaltic concrete overlay on Citrus Street from Vine Avenue to Garvey Avenue South and on Cameron Avenue from Citrus Street to the easterly City limit. The estimated cost for this combined project is $1,175,000 BACKGROUND The City of West Covina maintains approximately 225. miles of streets of which 12 miles are major, arterials, 50 miles are collectors, and 163 miles are residential. These streets were built over the last 70 years with the majority being constructed between 1950 and 1970. Many of these streets are approaching the end of their useful.life and are in need of some type of maintenance. Properly scheduled and implemented maintenance is the optimum method of extending streets useful life. Citrus Street and Cameron Avenue. were built approximately 30 years ago and have now reached a point where major street rehabilitation work is needed. As required by Federal funding provisions, the services of outside consultants were utilized to determine the existing condition of the pavement and the most economical and appropriate level of rehabilitation work. The City utilizes the output from its Pavement Management. System for projects with other than Federal funding sources. ANALYSIS Based- on reports prepared by the consultants, the plans. and specifications have been prepared for these projects and will be available at the City Council meeting of February 2, 1999. The street rehabilitation work includes structural replacement which was not contemplated when the projects were originally funded, coldmilling and an asphalt concrete overlay including retro-reflective striping and all appurtenant and incidental work. The total length of this project is two miles (approximately 625,000 square feet). When completed, this work will provide a smooth riding surface to motorists and will increase the life of the existing asphaltic pavement for ten years or more, under normal circumstances. Towards the easterly limit on Cameron Avenue, there is a relatively short length of the street that is totally under the jurisdiction of Los Angeles County. They denied our offer to participate in this project and, therefore, the rehabilitation will be discontinuous. Pursuant to the California Environmental Quality Act, State Guideline, Section 15301, Class 1, the aforesaid improvements are of a minor nature and, therefore, these projects are categorically exempt and do not require the preparation of an Environmental Impact Report or Negative Declaration. Project No. SP-98102 — ISTEA Funds 2. Project No. SP-98102 — Proposition "C" Funds 3. Project No. SP-98105 — ISTEA Funds 4. Project No. SP-98105 — Proposition 111 (Gas Tax Funds) Total Available Funds: $305,000 . 128,000 200,000 104,000 $737,000 Although the estimated project cost exceeds the currently available funds, $445,000 of unappropriated ISTEA funds are also available for this project. Staff will make an appropriate transfer request to provide additional project funding after the bids have been opened and firmer costs are known. Proposition "C" and ISTEA (Federal funds) funds are restrictive funds and only can be used for transit -related projects and major street rehabilitation work respectively.. The use of ISTEA funds requires an approximate 12% match by local _agency funds (Proposition "C" funds and Gas Tax funds in this case). Both these street rehabilitation projects were approved for funding during the 1996-1997 Capital Improvement Program budget review process. Their implementation was delayed while awaiting Federal extension of the ISTEA (now T-21) program. The Los Angeles County Metropolitan Transportation Authority has already authorized the City to utilize Proposition "C" funds for these projects. ALTERNATIVES The only alternative is not to proceed with these projects. In this event, not only would the City lose Federal funds (ISTEA), but also the deterioration of the existing pavement would continue to the point of needing more expensive reconstruction work of the entire existing pavement. RECOMMENDATION It is recommended that the City Council approve the plans and specifications for Project Nos. SP-98102 and SP-98105; and authorize the City Engineer to call for bids subject to authorization from the State of California Department of Transportation and the Federal Highway Administration. �� &/,A g; �' 'Z" -_ Thomas M.
