REQUEST FOR $66,219 IN SUPPLEMENTAL
STATE FUNDING FOR THE MERCED AVENUE
STREET REHABILITATION
SUMMARY: This program supplement amends an existing State -Local Transportation
Partnership Program (SLTPP) Agreement by adding State sharing funds for
the street rehabilitation work done on Merced Avenue from Sunset Avenue
to Garvey Avenue. The adoption of a resolution is necessary to request
State sharing funds of $66,219.
BACKGROUND
Senate Bill 300 (formerly SB 140) was adopted several years ago to identify and help
construct" locally supported street projects. Under the provisions of the bill, the State
appropriates funds each fiscal year .for allocation to counties and cities for street and
highway maintenance and reconstruction. The funds provide a maximum of 50% of the
approved construction cost of previously approved projects. Typically, past grants have
only covered 10% to 20% of construction cost because of limited funds and State-wide
competition. On June 24, 1996, the City submitted the .Merced Avenue Rehabilitation
Project to the State to be included in Cycle 7 of this program and it was approved to
receive State grant funds.
The Merced Avenue project was funded with $300,000 in Proposition "C" funds in the
fiscal year 1997-98 Capital Improvement Program. The plans and specifications were
approved by the City Council on March 3, 1998 and the project was advertised in the San
Gabriel Valley Tribune on March 20 and March 28, 1998. The bids were opened on April
7, 1998 and a contract was awarded to the lowest responsible bidder, Mobassaly
Engineering Company, on April 21, 1998.
The project consisted of coldmilling of the existing asphaltic pavement, and replacement
with a 2" thick asphalt rubberized hot mix overlay to the entire project area including retro-
reflective striping and all appurtenant and incidental work. The project was completed on
June 19, 1998 at a total construction cost of $273,005.30.
This is the City's fourth project, which will receive the State grant. The previous two
projects were Glendora Avenue and Shadow Oak Drive approved under Cycle 6 and 7
and the City received $22,000 and $89,745, respectively. In addition, the State approved,
under Cycle 8, the Rowland Avenue Rehabilitation and the City will receive $67,092 for
that project.
ANALYSIS
The reimbursement rate for current projects varies somewhat on a project by project .
basis depending on the work being done but overall is about 24% of the construction.'
cost. For the Merced Avenue project the City is eligible to receive. $66,219. City Approval
of the supplement documents is necessary. to comply with State guidelines and receive
this funding.
FISCAL IMPACT
Without this State program, the City would fund all project costs from Proposition "C"
funds. This partial reimbursement will reduce the City's total construction cost charged to
Proposition "C" funds by $66,219. These Proposition "C" funds can then be utilized for
other eligible street rehabilitation projects in the City.

ALTERNATIVES
The only alternative is to not execute the program supplement and forego the partial
reimbursement for this project.
RECOMMENDATION
It is recommended that the City Council adopt the following resolution:

APPROVING SUPPLEMENT NO. 004 — STATE -LOCAL
TRANSPORTATION PARTNERSHIP PROGRAM AGREEMENT
NO. SLTPP-5259 AND AUTHORIZING THE CITY MANAGER AND
CITY CLERK TO EXECUTE SAID SUPPLEMENT NO. 004.
