01-19-1999 - 1998/99 Transportation Development Act (TDA) FundingCity of West Covina Memorandum TO: FROM: SUBJECT: AGENDA City Council and City Manager ITEM NO: 13-6d Public Services Department Engineering Division DATE January 19, 1999 1998-99 TRANSPORTATION DEVELOPMENT ACT (TDA) FUNDING SUMMARY: Each year, pursuant to SB-821, the State of California provides funds for bicycle and pedestrian facilities. In order to claim these funds for this year's sidewalk program, it is necessary that the City apply for them. The 1998-99 TDA allocation is about $40,000. BACKGROUND~ TDA funds are used by the City to complete sidewalk installations for the_ fill in of gaps in sidewalk on major and secondary streets. Over the years, TDA funding has ranged from $25,000-$42,000 per year and has been the major source of funds for new sidewalk construction. In order to claim the yearly TDA appropriations, an application must be filed with the Los Angeles County Transportation Commission as authorized by resolution of the City Council. ANALYSIS The City of West Covina has been allocated about $40,000 for the 1998-99 Fiscal Year and the cost for this year's sidewalk construction program will be about $50,000 with the remaining funds coming from Community Development Block Grant funds for related handicap ramps. The project will provide sidewalks at various locations to fill in gaps in sidewalks with the one location identified to date on the north side of Vine Avenue from California Avenue to Evanwood Avenue to enhance access to Wescove School. The entire City is currently being reviewed to determine other beneficial locations. The City Council should authorize the, City Engineer to submit an application for those TDA funds allocated to the City of West Covina so that this year's sidewalk project can be funded. FISCAL IMPACT The $40,000 will partially fund this year's sidewalk construction program. These funds are restricted and can only be used for construction of bikeway and/or pedestrian facilities in public rights -of -way. Following is the funding available for this. year's sidewalk construction program: FUND TYPE SOURCE: AMOUNT TDA County (MTA) 1998-99 TDA Allocation $40,000 CDBG Citywide Barrier Removal Project Funds $10,000 TOTAL FUNDING $50,000 ALTERNATIVES The only alternative would be to fund $40,000 in sidewalk construction from other funds and return the TDA funds to the County for redistribution to other agencies. If the City Council desires, the existing bikeway system could be expanded using these funds but, they can not be used for maintenance. City Council and City Manager Page Two January. 19, 1999 RECOMMENDATION It is recommended that the City Council adopt the following resolution: RESOLUTION N0.9% - A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF WEST COVINA, CALIFORNIA, APPROVING THE APPLICATION FOR BICYCLE AND PEDESTRIAN FUNDS AUTHORIZED UNDER SB-821 AND RECONFIRMING THE ADOPTION OF ITS BICYCLE AND PEDESTRIAN PLAN.
