6,) MISCELLANEOUS PUBLIC WORKS
a) WP-87138 - Reservoir No. 1 Resurfacing - Agreement
Corrective work is necessary to be performed by Excel Paving
relating to this project. Excel Paving is requesting the
City to retain the Performance Bond until the required
corrective work is completed and approved, and that the
City pay Excel Paving the sum of $30,644.68 for work already
completed. It is recommended that the City Council approve
the Agreement with Excel Paving Company and authorize the
Mayor and City Clerk to execute said Agreement for the
City of West Covina.
7) TRAFFIC COMMITTEE MINUTES (Accept and file)
a) The request of Jess Kemper for the installation of a "Not
a Through Street" sign on Louisa at Lark Ellen was approved.
b) The request of Jeanie Reese for installation of a multi -way
stop at the intersection of Hollenbeck and Rio Verde was
held over for further study.
c) The request of Harry Miles for a stop sign at the intersection
of Louisa and Leaf was approved.
d) The request of Terri Lynn Burual, Judy Lutz and Mabel
Tronsgaard regarding the parking restrictions at the
intersection of Durness Street at Orange Avenue, Bainbridge
Avenue at California Avenue, Lucille Avenue at California
Avenue and Michelle Street at California Avenue was approved
and will be implemented upon adoption of the necessary
ordinance.
e) The request of Allen Cohen for additional parking restrictions
on the west side of Sunset Avenue north of northerly drive
approach to Queen of the Valley Hospital was approved.
f) The request of Greg Jones for temporary suspension of parking
restrictions on the north side of Shadow Oak between Woodgate
and Adrienna was approved.
g) The request of Armando Rodriguez for street sweeping
restrictions on Mostberg west of Shadydale was held over.
h) The request of Oscar C. Moser for street sweeping restrictions
on Craig Drive between Holly and Cameron was held over.
i) The request of Velavan Smith for curve warning signs on
Doublegrove between Lark Ellen and Azusa was approved.
j) The request of D. E. Cochran for review of stop controls
at the California Avenue off ramp will be forwarded to the
State for their review and consideration of installing a
multi -way stop at this location.

This is the second reading for three ordinances introduced at
the June 8, 1987, Council meeting. These ordinances amend those
sections of the West Covina Municipal Code relating to public
lodgings and transient occupancy taxes, cul-de-sac streets,
and vehicle. signs. It is recommended that the City Council
waive further reading and adopt the following ordinances:
a) ORDINANCE NO. 1744 - AN ORDINANCE OF THE CITY COUNCIL OF
THE CITY OF WEST COVINA, CALIFORNIA, REPEALING CHAPTER 14,
ARTICLE VII OF THE WEST COVINA MUNICIPAL CODE, RELATING
TO PUBLIC LODGINGS, AND AMENDING CHAPTER 21, ARTICLE III,
RELATING TO TRANSIENT OCCUPANCY TAXES.
b) ORDINANCE NO. 1745 - AN ORDINANCE OF THE CITY COUNCIL OF
THE CITY OF WEST COVINA, CALIFORNIA, AMENDING THE WEST COVINA

9) CITY TREASURER'S REPORT FOR THE MONTH OF MAY, 1987
a) Statement of Treasurer's Accountabilitv
The City Treasurer is submitting an amended Statement of
Treasurer's Accountability for the month of April, 1987,
because of a minor transference error. It is recommended
that the City Council accept the amended Statement of
Treasurer's Accountability for the month of April, 1987.
b) Treasurer's Report of cash balances and investments for
the month of May, 1987. (Receive and file)
10) AWARD OF BIDS
a) SS-87147 Sanitary Sewer Construction
.This project consists of the construction of a sanitary
sewer line to provide sewer availability to unsewered areas
of the city. The location is in Vanderhoof Drive from
Virginia Avenue to 350 feet south. The construction cost
is $14,563. It is recommended that the City Council:
1) accept the bid of Glamuzina Construction Company of
Reseda in the amount of $14,563 as submitted at the
bid opening on June 16, 1987, and authorize the Mayor
and City Clerk to execute an Agreement with said
Glamuzina Construction Company for the work to be done.
2) Transfer. $77,900 from Project SS-87147 (164-320-3762-7300)
to Project SP-87115 (164-320-3717-7300)

11) MISCELLANEOUS
a) Solid Waste Disposal Facility Siting Resolution
At its meeting of May 25, the City Council concurred in
Councilman Tennant's request to prepare a resolution. calling
for all regions in Los Angeles County to assume a fair share
of the waste disposal burden in the County. This resolution
is before the Council for consideration. It is recommended
that the City Council adopt the following resolution:
RESOLUTION NO. 8041 - A RESOLUTION OF THE CITY COUNCIL OF
THE CITY OF WEST COVINA, CALIFORNIA, RELATING TO WASTE
DISPOSAL SITING POLICY IN LOS ANGELES COUNTY.
b) Fire Department Additional Appropriation
From time to time throughout the fiscal year, Council is
requested to approve additional appropriations for
unforseeable circumstances which occur after the budget
is adopted. The Fire Department budget needs such an
appropriation. It is recommended that the City Council
approve additional appropriations from contingency reserves
in the General Fund for 1986-87 for Fire Department salaries
(110-304-2181-5111) in the amount of $1,000; Overtime
(110-304-2181-5113) in the amount of $15,000; and Retirement
(110-304-2181-5157) in the amount of $89,000.
12) TEMPORARY USE PERMITS - (Receive and file)
a) The application for Temporary Use Permit No. 1735-87,
submitted by the Veterans National Service for a fireworks
stand was denied.

part variance is required from certain sections of the municipal
code to allow site sizes of less than two acres, garages opening
directly on a public street, encroachment into front, side and rear
setbacks, and the counting of recreational leisure space with less
than a minimum hoizontal dimension of fifty feet.

In order to meet the increased cost of Water Department operations,
a rate adjustment is necessary. The increase for typical
residential customers is between 4.08% and 4.77%, depending upon
size of meter and pressure zone. It is recommended that the
City Council adopt the following resolution:

G. PUBLIC SAFETY DIVISION
1) POLICE DEPARTMENT
a) Authorization to Execute Agreement
The County of Los Angeles, through the County Criminal Justice
System Coordinating Committee and member agencies, has designed
an Automated Warrant System to serve Los Angeles regional
law enforcement agencies and courts. The System, after initial
start up costs, will be funded by fees paid by defendants
at the time they appear in court on an outstanding warrant.
To participate in the System, the City of West Covina must
enter into an agreement with the County agreeing to pay an
initial pro rata cost and abide by the System policies.
Recommendation is to authorize the Mayor to execute an
agreement with the County of Los Angeles to participate in
a County Automated Warrant System.

b) Request to File Amicus Curiae Brief
On January 2, 1987, the California Supreme Court issued a ruling
in Langford vs Gates that stipulates that the Los Angeles Police
Depar— mom— mobile battering ram can only be utilized in
conjunction with a court order. The City of Los Angeles is
petitioning the United States Supreme Court for a hearing on
this case and has requested that other municipalities join with
them on that petition. The West Covina Chief of Police recommends
that the City of West Covina join with the City of Los Angeles
on this issue. It is recommended that the City Council direct
the City Attorney 'to file an Amicus Curiae brief with the City
of Los Angeles in the matter of Langford vs. Gates.

2) ADMITTANCE TO ICRMA
The cities of Colton and Monrovia desire to join the Independent
Cities Risk Management Authority. The approval of all current
memebers is required. A resolution consenting to such admittance
has been prepared for Council consideration. It is recommended
that City Council adopt the following resolution:
RESOLUTION NO. - A RESOLUTION OF THE CITY COUNCIL OF
THE CITY OF WEST COVINA, CALIFORNIA, APPROVING AN AMENDMENT TO
THE INDEPENDENT CITIES RISK MANAGEMENT AUTHORITY JOINT POWERS
AGREEMENT TO PROVIDE FOR THE ADMITTANCE TO MEMBERSHIP OF THE
CITIES OF • COLTON AND MONROVIA: APPROVING AND AUTHORIZING
VALIDATION PROCEEDINGS AND DESIGNATING CITY REPRESENTATIVES.
