a) MP-87178 - TEMPORARY CIVIC CENTER PARKING LOT
The Civic Center Parking structure addition and temporary
parking lot are presently funded from the same account.
This establishes a separate project account for the
temporary parking lot. It is recommended that the
City Council take the following action:
1) Establish City Project MP-87178 for the Temporary
Civic Center Parking Lot.
2) Transfer $53,500 from Project GP-87307
(164-320-3764-7500) to MP-87178 (164-320-4703-7500).
7) TRAFFIC COMMITTEE MINUTES (Accept and file)
a) The request of Alfred Gomez for parking restrictions
on Azusa Avenue between Cortez and I-10 was held over
for ,further study.
b) The request of Mrs. Caroly Edmunds for street sweeping
purposes on Pacific Lane between Orange and Pacific
Avenue was approved.
c) The request of Georganne Baker for closure of Casa
Linda Drive between Hillward Avenue and South Hills
for neighborhood watch party was approved subject to
completion of standard requirements.
d) The request of Thelma Colby for additional parking
restrictions on California Avenue near the Country
Mart Shopping Center was approved.
e) The request of Mrs. S.W. Hopkins for installation of
protected left -turn phase on Pacific Avenue at Cameron
was modified to installation of left -turn lanes and
limited parking restrictions on the east side of Pacific
Avenue for a distance of 300' north and south of, Cameron
Avenue.

h) The City initiated request for removal of a pedestrian
crosswalk on the north leg of the intersection of Sunset
Avenue and Sunset Place was approved.
i) The request of D.E. Cockran for reversal of stop sign
controls at the intersection of the I-10 eastbound
off ramp and California Avenue was held over for further
study.
j) The request of Larry Simons for a lower speed limit
on Cortez was held over for further study.
k) The City initiated request for parking restrictions
along the south side of Valley Boulevard east and west
of Nogales Street was approved subject to cooperation
from the City of Industry.
1) The City initiated request for the removal of the
midblock crosswalk located on West Covina Parkway west
of Sunset Avenue was approved subject to installation
of signs directing pedestrians to use the Sunset Avenue
intersection.
m) The request of Manuel and Rosa Rodriguez for the
installation of a "Not a Through Street" sign for
Ruth Court was approved.
n) The request of Annette Lavender for multi -way stop
signs at the intersection of Farlington and Conlon
was denied.
8) CITY TREASURER'S REPORT FOR THE MONTH OF APRIL, 1987
a) Treasurer's Report of cash balances and investments.

b) STATEMENT OF INVESTMENT POLICY
Section 53646 of the California Government Code requires
the Treasurer of a local agency to submit an annual
statement of investment policy to the Legislative Body.
It is recommended that the City Council accept the
Treasurer's annual Statement of Investment Policy for
1987. (Accept and file)
9) AWARD OF BIDS
a) PURCHASE OF COMMUNICATIONS SERVICE MONITOR
Bid #87-6 provides for the purchase of a n&A
communications service monitor to replace the existing
inadequate unit. It is proposed to award the bid to
the low bidder and obtain a trade-in credit for the
existing monitor. It is recommended that the City
Council:
1) Declare as surplus property the City's
Singer-Gertsch Model FM10CS Communications Service
Monitor; and
2) Approve the award of Bid 87-6 for the purchase
of an IFR 1200S Service Monitor to Tekcom for
an amount not to exceed $7,817.25

On February 4, 1983, a claim for personal injuries amounting
to $27,800 was received by the City Clerk's Office. Pursuant
to Government Code regulations, it is recommended that
the City Council ratify the settlement of $10,000.

The City of West Covina is initiating the rezoning of of a 0.65+
acre parcel of land that was J ocated in an unincorporated area
at the northeast corner of Francisquito and Walnut Avenues.
The proposal is to rezone the property from the County C-1 Zone
to the West Covina Neighborhood Commercial (N-C) Zone.

This Code amendment proposes to exempt small, detached structures
from the required side yards located behind the main residence
in the Single -Family Zone. On May 6, 1987, the Planning Commission
approved a recommendation to the City Council to approve this
amendment to the Municipal Code.

West Covina Community Information, Inc. is a nonprofit
corporation that enables the City to distribute qualified
mailings at the nonprofit mailing rate. The annual meeting
is held each May at which time new officers are elected.
Recommendation is to elect a President, Vice President,
Secretary, and Treasurer.
