Hassen Development is requesting the acceptance of
substitution of securities in order that the City of
West Covina may execute a partial reconveyance per
that certain document known as "Amendment to Ten
Subdivision .Improvement Agreements Relating to Tracts
32323, 32324, and 42169 in the City of West Covina.
It is recommended that the City Council authorize the
Mayor and City Clerk to. execute a Request for Partial
Reconveyance.
7) ORDINANCE FOR ADOPTION (Waive reading and adopt)
This is the second reading of the ordinance introduced
at the April 27, 1987 Council meeting, which the City Council
is required to adopt in order to qualify for State Board
of Correction funds for jail personnel training.

hearing on this 68 unit single family development. On April

hearing comments and concerns and acted to approve this

The U. S. Department of Housing and Urban Development has allocated
$569,200 to West Covina for programs that benefit low income,
elderly, and handicapped persons. The Human Resources Commission
has recommendeda number of programs and projects.

D. PUBLIC WORKS DIVISION
1) SS-87147 - APPROVE PLANS AND SPECIFICATIONS - SANITARY SEWER
CONSTRUCTION
This project consists of the construction of a sanitary sewer
line to provide sewer availability to unsewered areas of the
city. The location is in Vanderhoof Drive from Virginia Avenue
to 350 feet south. Estimated construction cost is $23,000.
It is recommended that the City Council approve plans and
specifications for City Project SS-87147 and authorize the City
Engineer to call for bids.

E. COMMUNITY SERVICES DIVISION
1) BUILDING AND SAFETY DEPARTMENT

In January, 1987, the City Council approved a negotiated exchange
of property tax with the County for Annexation No. 241. This
property is located at the northeast corner of Walnut and
Francisquito Avenues. The Local Agency Formation Commission
has approved the proposal and authorized the City to proceed
with final annexation actions. It is recommended that the City
Council approve this annexation by the adoption of the following:

F. OPERATIONAL SERVICES DIVISION
1) PERSONNEL SERVICES
a) EXTENSION OF LEAVE OF ABSENCE WITHOUT PAY- ROSS HART
Maintenance worker Ross Hart is requesting extension of his
leave of absence without pay to allow time for a complete
evaluation of his medical condition by a City physician to
determine if his continued employment is feasible. It is
recommended that the City Council authorize a 90 day extension
of the leave of absence without pay for Maintenance Worker
III Ross Hart, effective March 25, 1987, and ending June
22, 1987.

2) FINANCE DEPARTMENT
a) AGREEMENT FOR COMPUTER SUPPORT SERVICES
Tamas, the company providing support for the City's
computer software applications, has been purchased by
CMSI and a new agreement is necessary to avoid any lapse
in service. It is staff's recommendation that the City
Council approve the attached agreement with Computer
Management Services, Incorporated, and authorize the
Finance Director to execute the attached agreement.

1) FIRE AUTHORITY

a) On February 24, 1987, the San Gabriel Valley Fire Authority
Board of Directors considered a report concerning
fireworks. The Board recommended that the City Council
of the City of West Covina ban safe and sane fireworks
in the City of West Covina. Because this issue is a
matter of Council policy, staff makes no recommendation.
At its April 27, 1987, regular meeting the City Council
moved to hold this item over to the regular Council
meeting of May 11, 1987.

The City Treasurer's Office is requesting that the
Commercial and Non -Commercial solicitation licenses (Category

the related permits, which are on a fiscal year basis. It
is recommended that the City Council adopt the following
resolution:

The West Covina Unified School District has elected to consolidate
its biennial elections with those of the City of West Covina.
The County of Los Angeles has requested concurrence from the
City Council in this consolidation. It is recommended that the
City Council adopt the following resolution:

3) LEGISLATION
Some measures directly affecting municipalities are being
considered by Congress at this time. HR 4, the Housing and
Community Development Act of 1987, and the Senate version S 825
would authorize appropriations for the Community Development
Block Grant. S 742, the Fairness in Broadcasting Act of 1987,
and its companion measure, HR 1934, would codify the application
of the fairness doctrine to television and radio broadcast stations
and locally originated cable television programming. It is
recommended that the City Council support HR 5, S 825, HR 1934,
and 5742 and authorize the Mayor to contact the appropriate
legislators.

1) STATE LEGISLATURE OPEN MEETINGS
The Los Angeles County Board of Supervisor's has urged the State
Legislature to impose upon itself the same requirements of the
Ralph M. Brown Act that are applicable to local government, and
has requested the support of local agencies in this matter.
