AGENDA O • April 27, 987 Page Five CONSENT CALENDAR CONTINUED (7) ORDINANCE FOR ADOPTION This is the second reading of the ordinance introduced on April 14, 1987 and adopted that date as an urgency measure, prohibiting residential construction on property in the vicinity of the BKK landfill It is recommended that the City Council waive further reading and adopt the following ordinance: ORDINANCE 1740 - AN ORDINANCE OF THE CITY CITY COUNCIL OF THE CITY OF WEST COVINA, CALIFORNIA, EXTENDING A MORATORIUM ON THE APPROVAL OF PLANS AND PERMITS FOR CERTAIN RESIDENTIAL -TYPE USES ON SPECIFIED PROPERTIES WITHIN 2,000 FEET OF THE ORIGINAL CLASS I AND CLASS II DISPOSAL AREA AT THE BKK LANDFILL. (8) CITY TREASURER'S REPORT FOR THE MONTH OF MARCH, 1987 Treasurer's Report of cash balances and investments. (Receive and file) (9) AWARD OF BIDS a) SP-87177 - CITYWIDE STREET MAINTENANCE AND REHABILITATION This project consists of the resurfacing of various streets citywide. Total construction cost is $192,107.00 It is recommended that the City Council take the following actions: 1) Transfer $185,000 from Unappropriated SB-300 Funds and $45,000 from Project TS-87153 (124-320-3770-7800) to Project SP-87177 (127-320-4702-7200). 2) Accept the bid of Vernon Paving Company of Anaheim in the amount of $192,107 as submitted at the bid opening on April 21, 1987, and authorize the Mayor and City Clerk to execute an Agreement with said Vernon Paving Company for the work to be done. b) SP-87176 - N OF WHEELCHAIR The barrier removal project consists of construction of wheelchair ramps at intersections of various streets citywide. The construction cost is $69,900. It is recommended that the City Council take the following actions: 1) Transfer $80,000 from Project SP-87144 (131-320-3756-7200) to Project SP-87176 (131-320-4701). 2) Accept the bid of DeArmand Construction of Fontana in the amount of $69,900 as submitted at the bid opening on April 21, 1987, and authorize the Mayor and City Clerk to execute an Agreement with said DeArmand Construction for the work to be done. CONSENT CALENDAR CONTINUED (9) AWARD OF BIDS (Continued) c) GP-87307 - TEMPORARY CIVIC CENTER PARKING LOT IMPROVEMENTS The project consists of temporary parking facilities to serve the Civic Center during the construction of the parking structure addition. The location is southeast of Sunset Place and Sunset Avenue. The construction cost is $43,457.25. It is recommended that the City Council accept the bid of Excel Paving Company of Long Beach in the amount of $43,457.25 as submitted at the bid opening on April 21, 1987, and authorize the Mayor and City Clerk to execute an Agreement with said Excel Paving Company for the work to be done. d) TRIMMING OF RESIDENTIAL STREET TREES CITY PROJECT Fin DCT_07_T_1 This project provides for the trimming of approximately 255 of West Covina's larger residential tree species at various locations, citywide. Included will be Silver Maple, Evergreen Ash, and Chinese Elm varieties. It is proposed to award the bid to the low bidder. It is recommended that the City Council accept the bid of Golden Bear Arborists, Inc. of Irvine, California in the amount of $65,080.00 and authorize the Mayor and City Clerk to execute an agreement with said Golden Bear Arborists, Inc. for the work to I)c done. e) TRIMMING OF TREES - MAINTENANCE DISTRICT NO. 2 CITY PROJECT NO. MD2-87T-1 This project provides for the trimming of approximately 134 Eucalyptus tree species in Maintenance District No. 2 located south of Fairgrove Ave. It is proposed to award the bid to the low bidder. It is the recommendation that the City Council accept the bid of Golden Bear Arborists, Inc. of Irvine, California in the amount of $9,916.00 and authorize the Mayor and City Clerk to execute an agreement with said Golden Bear Arborists, Inc. for the work to be done. CONSENT CALENDAR CONTINUED (9) AWARD OF BIDS (Continued) f) AWARDING OF BID FOR CIVIC CENTER PARKING STRUCTURE CITY PROJECT GP-87307 This project consists of the construction of new grade and two level parking structure, Civic Center parking lot. It is recommended that the City Council authorize the Mayor and City Clerk to execute an agreement with the firm of Berry Construction, Inc. of Upland, California, for the construction of the Civic Center Parking Structure in the amount of bid of $1,644,643.00. It is also recommended that the City Council authorize a contigency fund for unknown construction problems in the amount of $160,000. When recognized, please come forward to the podium and state your name and address for the record. 1) APPEAL OF DENIAL OF ZONE CHANGE 603 AND UNCLASSIFIED USE PERMIT 336 MOTEL CONSTRUCTION AT 2005, 2009 2013 WEST GARVEY AVENUE - DONALD COTTEN The applicant is proposing the construction of a three-story thirty-nine (39) unit motel on a 0.54 + acre site at 2005, 2009 and'2013 West Garvey Avenue. On March 18, 1987, the Planning Commission voted 5-0 to deny the applicants request for the zone change and the unclassified use permit. The applicant has appealed the decision of the Planning Commission. PUBLIC WORKS DIVISION 1) SP-87156 - APPROVE PLANS AND SPECIFICATIO1 RECONSTRUCTION 2) 3) April_27, 1987 AVENUE The project consists of reconstruction of asphalt pavement to improve irregularities of cross slope of the street. The location is Francisquito Avenue 500' westerly of Glenview Avenue. Estimated construction cost is $28,000. It is recommended that the City Council approve plans and specifications for City Project SP-87156 and authorize the City Engineer to call for bids. ACTION: Motion by 2nd by, To Approve Disapprove Hold FEDERAL -AID -URBAN - PROPOSITION "A" FUNDING TRADE The City Council has previously approved an application to the Los Angeles County Transportation Commission (LACTC) for a trade of City Proposition "A" Funds with LACTC Federal -Aid -Urban Funds. The LACTC has approved the trade and requires certain actions by the City to process the trade of funding. It is recommended that the City Council adopt the following resolution: RESOLUTION NO. - A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF WEST COVINA, CALIFORNIA, AUTHORIZING AND APPROVING THE EXCHANGE OF PROPOSITION "A" LOCAL RETURN TRANSIT FUNDS TO THE LOS ANGELES COUNTY TRANSPORTATION COMMISSION FOR REGIONAL FEDERAL -AID -URBAN HIGHWAY FUNDS. ACTION: Motion by 2nd by To Waive further reading of the resolution, and To Adopt nisapprove Hold Over SP-87165 - SIDEWALK/BARRIER REMOVAL PROJECT TRANSFER OF FUNDS Transportation Development Act funds, at the time Project SP-87165 was awarded,were in Project SP-87144 and were to be transferred. Those TDA funds were not transferred as intended and are now recommended for transfer. It is recommended that the City Council authorize the transfer of $20,000 from SP-87144 (132-320-3756-7200) to SP-87165 (132-320-3785-7200). It is recommended that the City Council authorize the Mayor and City Clerk to execute a Lease Purchase Agreement with the firm of Space Leasing in Pomona in the amount of $42,000 with the payments spread through a 5 year period. OPERATIONAL SERVICES DIVISION (1) FINANCE DEPARTMENT a) REJECTION OF BID 87-5 COMMUNICATIONS SERVICE MONITOR Bids were solicited for the purchase of a Communications Service Monitor. Since only two bids were received and one is non -responsive to the bid specifications, the bids should be rejected and the request for bid readvertised. It is recommended that the City Council reject all bids received in response to bid solicitation 87-5 and direct that the Request for Bid be readvertised. ACTION: Motion by end To Approve nisapprove Hold Over AGENDA Page Eleven PUBLIC SAFE14IVISION G. • April 27, 1987 (1) FIRE AUTHORITY a) Fireworks On February 24, 1987, the San Gabriel Valley Fire Authority Board of Directors considered a report concerning fireworks. The Board recommended that the City Council of the City of West Covina ban safe and sane fireworks in the City of West Covina. Because this issue is a matter of Council policy, staff makes no recommendation. ACTION: Motion by 2nd To Approve_Disapprove _Hold Over. (2) POLICE DEPARTMENT a) STATE FUNDING FOR JAIL PERSONNEL TRAINING In order to qualify for State Board of Corrects funds for continued maintenance and improvement of training, for municipal jail personnel it is necessary for the City Council to adopt the proposed ordinance requiring the City to adhere to the standards for training and selection established by the Board of Corrections. It is recommended that the City Council amend the Municipal Code by adopting the attached ordinance as an urgency measure. ORDINANCE NO. CITY MANAGER 1) LEGISLATION Legislation has been introduced in Congress which would establish a procedure mechanism for challenging legislation which mandates costs for local government (S 933 and HR 178). At the state level, legislation has been introduced clarifying the collection of school impact fees (SB 97 and SB 20). A brief synopsis of these proposals is provided by staff. It is recommended that the City Council support S 933, HR 178, SB 20 and support SB 97 if amended, and authorize the Mayor to communicate these positions to the appropriate individuals. K. APPROVAL OF DEMANDS The City Council reviews and approves accounts payable by the City. These demands represent accounts payable since the most recent regular meeting of the City Council.
