I THEME SHUTTLE
Staff is requesting approval to solicit proposals for the operation
of a fixed route shuttle between the Restaurant Row/Eastland Mail
area and the Fashion Plaza/Atrium area. Recommendation is to approve
the use of a Goshen type vehicle with a modernistic design and
authorize staff to solocit proposals.

II CABLE TELEVISION PUBLIC/EDUCATIONAL ACCESS PROPOSAL
The original franchise agreement between the City and Falcon Cable
TV provides a defined committment in community programming resources.
To partially fulfill that obligation, a tripartite agreement has
been formulated in cooperation with Mount San Antonio College and
Falcon Cable TV which would honor those commitments in part, but
more importantly, provide a realistic approach toward community
programming in West Covina. Recommendation is to a) approve the
conceptual tripartite agreement between the City, Mount San Antonio
College and Falcon Cable TV, and b) upon adoption of 1987/88
operating budget, authorize the allocation of $50,000 from the
franchise fee revenue in support of the agreement.

III ROSE HILLS MEMORIAL PARK FOUNDERS' WALL
At its March 23, 1987 regular meeting, Council directed staff
to contact the West Covina Historical Society for a recommendation
for this recognition. The Historical Society has submitted the
name of Benjamin Franklin Maxson, pioneer walnut rancher and
first Mayor of the City of West Covina. Recommendation is to
submit the name of Benjamin Franklin Maxson to Rose Hills
Memorial Park for inscription on the Founders' Wall.

IV CALIFORNIA ENERGY COMMISSION HEARING
On Thursday, March 23, 1987, the Energy Commission will hold
a public hearing in Irwindale on a proposed order terminating
proceedings on Pacific Waste Management's application to con-
struct a waste -to -energy plant. The Council will consider
offering testimony at this hearing.
