4) CLAIMS FOR ACTION (Deny and notify claimant)
a) On January 20, 1987, a claim for personal injuries
from Jessie Villaria De La Cruz was received by the
City Clerk's Office. The amount of claim had not
been determined at time of presentation. Recommendation
is that claim be denied and that the claimant's attorney
be so notified.
b) On January 20, 1987, Cindy Lou De La Cruz filed a
claim for pain and suffering amounting to $50,000
with the City Clerk's Office. The amount of claim
had not been determined at time of presentation.
Recommendation is that claim be denied and that the
claimant's attorney be so notified.
c) On January 14, 1987, Evan Wade filed a claim for
personal injuries amounting to $1,000,000 with the
City Clerk's Office. Recommendation is that the claim
be denied and that the claimant's attorney be so
notified.
d) On November 13, 1986, Herbert Giraldo filed a claim
for personal injuries with the City Clerk's Office.
The amount of claim had not been determined at time
of presentation. Recommendation is that the claim
be denied and that the claimant be so notified.
e) On February 5, 1987, Willie I. Wright filed a claim
for personal injuries amounting to $100,000 with
the City Clerk's Office. Recommendation is that
the claim be denied and the claimant's attorney be
so notified.
f) On February 18, 1987, Derrin J. Webber filed a claim
for damages amounting to $260 with the City Clerk's
Office. Recommendation is that claim be denied and
that the claimant be so notified.

on March 5, 1987 for Christ Lutheran Church for Palm

Covina Nissan for balloons at 1840 East Garvey on
March 14th and 15th.
6) ACCEPTANCE OF IMPROVEMENTS AND/OR RELEASE OF BONDS
Precise Plan 483. Revision 1 - On -site Improvements -
Location: 1600 West Cameron Avenue
Acknowledge completion of on -site improvements and authorize
release of First Financial Credit Union Letter of Credit
in the amount of $18,400. Staff recommends release.
7) MISCELLANEOUS PUBLIC WORKS
a)
& SP-87169 - CONSULTANTS
Locations: West Covina Parkway from Toluca to Vincent
Valinda Avenue from Vincent to Service
It is proposed to enter into Consultant Services
Agreements with R. Charles Cano, Contract Administrator,
to assist staff in the administration of two Federal
Aid Urban projects: the- resurfacing of West Covina
Parkway from Toluca to Vincent to Service and from
Cameron to Merced. The cost of consulting services
is not to exceed $5,000 for each project. It is
recommended that the City Council authorize the Mayor
and City Clerk to execute Consultant Services Agreements
with R. Charles Cano, R. E. 24474, for Projects SP-87168
and SP-87169 in amounts not to exceed $5,000 each,
subject to the approval of the State of California,
Department of Transportation.
b) MAINTENANCE DISTRICT 4 - LANDSCAPE MAINTENANCE CONTRACT

Location: South of Fairgrove, east of Azusa Ave.
This. contract provides for the maintenance of the
landscaping for Maintenance District #4. Staff
recommends .that the City Council grant renewal of
J & R Landscape Maintenance Company's contract for
the coming twelve month period at a 2.5% increase.

7) c) CIVIC CENTER - LANDSCAPE MAINTENANCE CONTRACT REI
CREATIVE LANDSCAPING, INC.
Location: West Covina Civic Center
This contract provides for the maintenance of the
landscaping for the West Covina Civic Center.
It is recommended that the City Council approve
waiver of competitive bidding procedure and grant
the renewal of Creative Landscape, Inc.'s contract
for the coming fiscal year with a 4.9% increase.
8) TRAFFIC COMMITTEE MINUTES - March 17, 1987 (accept and
file) The. following items were considered by the Traffic
Committee on the date specified with accompanying
recommendations.
a) The request of Mr. Pat Trautman for a review of parking
violations near the intersection of Garvey Avenue
North and Orange will be handled by increased
enforcement parking prohibitions.
b) The request of Gloria Rivera regarding street sweeping
restrictions on Orange Avenue near Pacific Lane was
held over to allow more response time for the postcard
survey.
c) The request initiated by the City for street sweeping
restrictions on Francesca Drive was held over to
allow more response time for the postcard survey of
adjacent residents.
d) The request of Virgil Goodman for street sweeping
restrictions on Garvey Avenue South west of Azusa
was held over to allow more response time for the
postcard survey of adjacent residents.
e) The request of Rowland Unified School District for
the removal of the school bus stop located on Amar
east of Leanna was approved.
f) The request of Vicki Green for parking restrictions
for street sweeping on Orange Avenue north of Cameron
was approved.
g) The request of Curtiss D. Bonneville regarding traffic
problems in the vicinity of Hollybrook Drive and Fairway
Knolls will- be handled by .posting a 20 MPH curve
advisory sign.
h) The request of Larry

8) i) The request of Alfred Gomez for third lane striping
on Azusa Avenue between Cortez and Garvey Avenue South
was held over to allow more response time from the
affected property owners.
j) The request of L.A. County Road Department for
installation of third lane striping for northbound
Nogales Street between Valley Boulevard and La Puente
Road was approved.
k) The 'request of L.A. Co. Road Dept. for parking
prohibitions on the west side of Valinda Avenue at
Francisquito in order to install north/south turn
lanes was held over in order to allow more time for
the affected property owners to respond.
1) The request of the City of Walnut for the installation
of multi -way stop signs at the intersection of Camino
De Gloria and Calle Baja was denied.
9) ORDINANCE FOR ADOPTION
ORDINANCE NO. 1738, AN ORDINANCE OF THE CITY COUNCIL OF
THE CITY OF WEST COVINA, CALIFORNIA, BANNING NUDITY IN
ESTABLISHMENTS WHERE ALCOHOLIC BEVERAGES ARE SOLD FOR
CONSUMPTION ON THE PREMISES.

11) AWARD OF BID
PURCHASE OF VIDEO CAMERA BID NO. 87-3
Funds were provided in the 1986-87 Budget for the purchase
of a Video Camera. This camera will be utilized by the
Maintenance Department for sewer pipeline inspection.
The cost will be $24,415.13, including sales tax and
installation.
It is staff's recommendation that the City Council authorize
the purchase of a Video Camera from Dew -Par Sales & Service
in the amount of $24,415.13, including tax.

procedures used for testimony are hearing those in favor speaking
first, then those in opposition speaking second followed by those
in favor speaking in rebuttal. The rebuttal may only address those

1) CONTINUED JOINT PUBLIC HEARING - OWNER PARTICIPATION AGREEMENT
The Agency will consider a request by Agency staff to continue
the joint public hearing until their April 13, 1987 meeting.
Agency staff has reviewed Mr. Reynold's request for a continuance
and recommends that the West Covina City Council continue the
joint public hearing until their April 13, 1987 meeting..

2) EXTENSION OF INTERIM ORDINANCE NO. 1720
On April 14, 1986, the City Council enacted an interim ordinance
prohibiting the —'construction of residential property within
the vicinity of BKK Landfill. This action was taken in response
to actions by the California Department of Health Services,
the Environmental ;Protection Agency and written information
received from the California Department of Health Services.
This ordinance was extended at a hearing in May, 1986, to April
l3 j+, 1987.
It is recommended that the City Council direct staff to prepare
a feasibility report by December 31, 1987, on the non-residential
land uses options for property affected by- this moratorium and
adopt an ordinance entitled as follows:
AN ORDINANCE OF THE CITY COUNCIL OF THE CITY OF WEST COVINA,
CALIFORNIA, EXTENDING A MORATORIUM ON THE APPROVAL OF PLANS
AND PERMITS FOR CERTAIN RESIDENTIAL -TYPE USES ON SPECIFIED
PROPERTIES WITHIN 2,000 FEET OF THE ORIGINAL CLASS I AND CLASS
II DISPOSAL AREA AT THE BKK LANDFILL: SAID ORDINANCE TO BE ADOPTED
AS AN URGENCY ORDINANCE PURSUANT TO SECTION 658 OF THE GOVERNMENT
CODE.

D. PUBLIC WORKS DIVISION
1)
March 23, 1987
The project consists of temporary parking facilities to serve
the Civic Center during the construction of the parking structure
addition.. The location is southeast quadrant of Garvey Avenue
and Sunset Avenue. Estimated construction cost is $45,000.
It is recommended that the City Council approve plans and
specifications for City Project GP-87307 and authorize the City
Engineer to call for bids.

COMMUNITY SERVICES DIVISION
1) HUMAN SERVICES DEPARTMENT
Dial -A -Ride Program
In light of increasing ridership and the pending expiration
of the current contract, staff is requesting expansion and renewal
of the Dial -A -Ride Program serving senior citizens and persons
with disabilities. Staff recommends that the City Council
authorize the Mayor to:
Renew the contract with Community Transit Services, Inc. for
a three-year period from July 1, 1987 to June 30, 1990 with
an additional 6.5 vehicle service hours per day, as indicated
in option B.
Amend the current contract with Community Transit Services,
Inc. for an additional 6.5 vehicle service hours from April
6, 1987 to June 30, 1987, as indicated in option C of the staff
report.

1) REAL ESTATE BUSINESS LICENSES
As directed by the City Council on February 23, 1987,
City Staff met with representatives from the real estate
profession to address the question of how real estate salesmen
should be licensed to conduct business within the City of West
Covina. Recommendation is that the City Council accept the
proposals as presented, and direct staff to proceed with the
licensing of real estate salesmen as employees.

2) CONSENT TO JOINT PUBLIC HEARING ON THE PROPOSED CENTRAL BUS
The West Covina City Council and West Covina Redevelopment Agency
will consider consenting to hold a joint public hearing on a
proposed Owner Participation Agreement between the West Covina
Redevelopment Agency and Robert Bozzani on property located
at 1820 East Garvey Avenue South within the Central Business
District (CBD) Project Area.
It is recommended that the City Council adopt the following
resolution:
RESOLUTION NO. 8009 - A RESOLUTION OF THE CITY COUNCIL OF THE
CITY OF WEST COVINA AUTHORIZING.AND CONSENTING TO A PUBLIC HEARING
BEING HELD ON A PROPOSED OWNER PARTICIPATION AGREEMENT BETWEEN
THE WEST COVINA REDEVELOPMENT AGENCY AND ROBERT BOZZANI FOR
REAL PROPERTY LOCATED WITHIN THE CENTRAL BUSINESS DISTRICT
REDEVELOPMENT PROJECT: AUTHORIZING AND CONSENTING TO HOLDING

The Board of the San Gabriel Valley Fire Authority has requested
the City Council to consider participation in the purchase of
a $1,000,000 public liability insurance policy for a $70,784
pro-rata premium cost to the City.
It is recommended to reject the San Gabriel Valley Fire
Authority's request for the City of West Covina to participate
in the purchase of a $1,000,000 public liability policy for
a $70,784 pro-rata share of the premium.

LEGISLATION
A large number of legislative proposals have been introduced
in the State Legislature pertaining to public safety and law
enforcement. The staff has provided a brief synopsis of each.
It is recommended that the City Council support SB 402, AB 572,
AB 627, AB 628, AB 630, and SCA 9; and oppose AB 326, SB 243,
AB 768, and AB 1099.
