SUBJECT: STATE FUNDING FOR DESIGN OF THE REHABILITATION
OF VARIOUS RESIDENTIAL STREETS - PROJECT NO. SP-99130
SUMMARY: The State has approved funding the design cost of $7,000 for the rehabilitation of
48 segments of residential streets damaged by El Nino storms. In order to receive
the funds, the City must agree to administer the project under the conditions set
forth by the State: This agreement is via a supplement to the Local Agency -State
Master Agreement.
BACKGROUND:
On January 14, 1999, the California Transportation Commission (CTC) adopted guidelines
allowing for the use of 1998 State Transportation Improvement Program (STIP) augmentation
funding for the repair and rehabilitation of storm damage to local streets and road systems caused
by the 1997-1998 El Nino storms. The CTC requested that counties and cities submit an inventory
of eligible projects by July l; 1099.
As authorized by the City Council, the City submitted a funding request for the subject project on
May 24, 1999. On December 20, 1999, the State approved funding for the proposed project in the
amount of $7,000 for design purposes. After the -City completes the design, we can request
reimbursement by the State of the actual design, costs.
The project consists of cold milling and asphalt', concrete overlay and all appurtenant and incidental
work at the locations indicated on the attached Exhibit A. The combined length of the various
segments of the 48 streets is about 5.5 miles.
DISCUSSION:
The City and State have had a Master Agreement for many years authorizing reimbursement to
the City for approved expenditures on City streets. The proposed Program Supplement
-Agreement No. 0215. Rev. 000 to Local Agency -State Master Agreement No. 00259 (copy,
attached) authorizes funding for up to $7,000 in design costs for .this current project. The
adoption and execution of a resolution approving the program supplement agreement is required
by the State prior to applying for the available funding.
Once the design is complete, the City will advertise this project and will award a contract, subject
to. State approval and further funding authorization. Assuming standard processing of the
project, construction could begin in May 2000 and be completed within six weeks.
FISCAL IMPACT:
The State will eventually provide the majority of funding for the project ($550,000) from the STEP
Augmentation Funds Program with matching Gas Tax funds ($40,000) by the .City of West
Covina. After the adoption of the resolution approving this program supplement, the City may
do the design work and .the preparation of specifications for the project and then. request
reimbursement of design costs.
At the time of the construction contract award, staff will recommend the appropriate actions to
establish the project's financial accounts and transfer/appropriate funds to the project. As with
the design costs, the construction costs will be initially paid by the City and then reimbursed by
the State.

OPTIONS:
The only option to approving the project is to abandon the project and not proceed with the
rehabilitation of the City's residential streets damaged during E1 Nino.
RECOMMENDATION:.
It is recommended that the City Council take the following actions:
a) Establish CIP Project No.. SP-99130 for the rehabilitation of various residential streets
damaged by the El Nino storms with financial account numbers to be assigned concurrent
with construction contract award.
b), Adopt the following resolution:
