6) MISCELLANEOUS PUBLIC WORKS
Street Cleaning Contract Renewal
Page Three
This contract renewal provides an annual update for the City's street
cleaning contract. The present contract expires in 1990 with
an annual renewal clause that provides for a cost increase
based on the Consumer Price Index. Recommendation is to grant
R.F. Dickson Company, Inc. a contract extension, with a 2.1%
increase, or $14,005.73 per month,and authorize the Mayor and
City Clerk to execute the agreement.
7) AWARD OF BIDS
a) TS 87172 - Signal Modification - Azusa Avenue Median
This project consists of the installation of a new traffic
signal on Azusa 600' north of Amar. The total construction
cost is $52,650.00. Recommendation is to accept the bid
of Macadee Electrical Construction, Chino Hills, in the
amount of $42,650.00'as submitted at the bid opening on
March 3, 1987, and authorize the Mayor and City Clerk to
execute the agreement.
b) Bleacher Replacement and Repair - Bid No. 87-4
As part of the Maintenance Department's program of bleacher
replacement and repair, the City will purchase three replacement
bleachers and aluminum covers to repair five other units.
Recommendation is to authorize the purchase of bleachers
and covers from Site Schemes, Inc. at a cost of $21,653.58
including tax.
8) MISCELLANEOUS
Denial of GPA-1986-2.(Land Use Element), East Hills Specific Plan
Amendment No. 2, Zone Change No. 600, Precise Plan No. 793,
Tentative Tract Mao No. 45098 - Plannine Commission Reso. No, 1087-3495
The City Council conducted a public hearing on February 23, 1987,
on this matter. The City Council voted to deny the appeal and
requested a resolution of denial for the next Council meeting.
This is the resolution of denial that was requested. Recommendation
is to adopt the following resolution:
RESOLUTION NO. 8007 - A RESOLUTION OF THE CITY COUNCIL OF THE CITY
OF WEST COVINA, CALIFORNIA, DENYING THE APPEAL OF GENERAL PLAN AMEND-
MENT NO. 1986-2 (LAND USE ELEMENT), EAST HILLS SPECIFIC PLAN AMEND-
MENT NO. 2, ZONE CHANGE NO. 600, PRECISE PLAN NO. 793 AND TENTATIVE
TRACT MAP NO. 45098 AND CERTIFYING THE ENVIRONMENTAL IMPACT REPORT

1) APPEAL OF DENIAL OF TIME EXTENSION (CONTINUED)
TENTATIVE TRACT NO. 43042 (Roy McCleary).
3132 EAST GARVEY AVENUE SOUTH
At its regular meeting of February 23, 1987, the City Council
conducted a public hearing on the applicant's request for a time
extension for this tentative tract. The City Council's tie vote
resulted in no action. The public hearing was reopened and
continued to March 9, 1987.

D. PUBLIC WORKS DIVISION
1) SP 87177 - APPROVE PLANS AND SPECIFICATIONS -
CITYWIDE STREET MAINTENANCE AND REHABILITATION
This project consists of the construction of an asphalt overlay
to improve the condition of a deteriorated street. The locations
are various, citywide. Estimated construction cost is $231,000.
Recommendation is to a) establish City Project SP 87177 and b)
approve plans and specifications for City Project SP 87177 and
authorize the City Engineer to call for bids.

2) PROPOSED EXCHANGE FOR PROPOSITION "A" FUNDS
FOR REGIONAL F.A.U. FUNDS (INFORMATIONAL)

The City is proposing to exchange $600,000 in Proposition "A"
transit funds for an equal amount of regional Federal Aid
Urban System Funds to avoid possible loss of the Proposition
"A" funds. Recommendation is to receive and file this
informational report.

3) SP 87165 - SIDEWALK/BARRIER REMOVAL PROJECT - ADDITIONAL WORK
Due to additional work on the sidewalk project an additional
$10,000 is requested to finish the project. Recommendation

320-3727-7900) to SP 87165 (110-320-3785-7200).

REGULATION OF DANCING
The current Municipal Code of the City of West Covina
regulates nude and seminude dancing. A United States Supreme
Court decision was rendered in November, 1986 that addressed
the constitutionality of such regulations. The proposed
ordinance would revise the West Covina Municipal Code section
to conform with the 1986 United States Supreme Court decision.
Recommendation is to amend the Municipal Code by the intro-
duction of the following ordinance:

CALIFORNIA, AMENDING THE WEST COVINA MUNICIPAL CODE, BANNING

The purpose of this report is to request the City Council
to issue six subpoenas to provide witnesses in matters
relating to personnel. Recommendation is to approve the

1) LEGISLATION
At its meeting of February 23, the City Council requested
information on HR 920, the California Ocean Sanctuary bill,
which would create a two -hundred mile wide zone of protection
along the entire California coast within which new offshore
drilling would be prohibited indefinitely. Because.HR 920
does not directly affect the City of West Covina, staff makes
no recommendaion on Council position.
