SUBJECT: CENSUS 2000 COMPLETE COUNT COMMITTEE
SUMMARY: The City has undertaken the process to recruit nominees for appointment to the West
Covina Census Complete Count Committee. On December 7, 1999, the City Council
appointed 16 persons to the Complete Count Committee. At this time, eight additional
persons are being nominated for - appointment to the Committee. In addition, : the
Planning Commission is requesting that a substitution be made to its representative on
the Committee.
BACKGROUND:
On July 20, 1999, the City Council approved the creation of a Census 2000 Complete Count Committee
(CCC): The goal of the CCC is to assist the U. S. Census Bureau to obtain as accurate a count of the
population aspossible. According to the. federal government, each person missed in the 1990 count
amounted to a loss in potential appropriations to a local jurisdiction of approximately $2,750 per person
for the ten-year census period. One method the Bureau has found "successful in obtaining the most
accurate count is through ' the establishment of a blue ribbon Complete. Count Committee that is .
comprised of local leaders selected from, throughout the community: On December 7, ,1999, sixteen
persons were appointed to the committee by the City Council. '
DISCUSSION:
The City of West Covina has undertaken a tri-fold process in 'the recruitment of nominees for
appointment _ to the Census 2000 Complete Count Committee. A total of 16 persons have been
appointed to the committee representing each of the, sectors originally sought to provide a broad base of
representation in the community. The nomination process has included distribution of a letter targeting .
various community groups and business organizations that are active in West Covina, a telephone
follow-up to the letter, and a posting on the Community Bulletin Board with West Covina Community
Television (WCCT).
At present, eight additional names have been placed in nomination for a total of 24 committee members.
Councilman Richard Melendez has requested to Have his name placed as one of the eight nominees and
'he has further requested to be appointed as Chairman of the CCC. This request would be consistent
with past Council actions for. -such blue ribbon committees. The. Planning Commission has also
requested that a substitution in their representation be made due to the recent resignation by Phil
Clayton.
Staff has identified Thursday,January 6, 2000 at 7:00 p.m. as the "Census 2000 Complete Count
.Co Kick -Off' meeting that will be held in the City Hall Community Room. A guest speaker
from the Census Bureau will present the goals and objectives to the, new committee members and
identify various . responsibilities of the CCC. Staff will also be present to facilitate the organizational
establishment of the committee (selection of officers and appointment to sub -committees), to assist in
setting forth the required procedures for meetings, and to act as secretary for, the committee in
accordance with the Brown Act requirements.
On the following morning of January 7, 2000 at; 9:00 a.m., the. Census Bureau plans a grand opening
event at their new field office located in the West Covina Village Shopping Center (northwest corner of
Azusa and Workman Avenues). The event will be open to the public and will include an official ribbon
cutting ceremony, a guest appearance by. Congressman David Drier and other dignitaries, and an open
house of their new facility. The City will be ,a co-sponsor to this event. - The new center will be
identified as the West Covina Local Census Office and will be used as an employment center to hire
both full and part-time workers for a ten -city area, and as a Question and Answer Center (QAC) for
workers and the, general public.
