COMMUNITY CENTERS MODIFICATIONS
AWARD OF BID
SUMMARY: This project.will provide for the construction of a new second story addition to the
snack bar at Cameron Park;* for, the renovation of the Recreation Centers at
Palmview and Shadow Oak Parks; and for the modification of the Main Entrance at
the West Covina Senior. Citizens Center. One bid .was received and opened on
December ,14 1999. That bid is:. $98,989. from the Whelan Construction
Company, of West "Covina, .California.
BACKGROUND:
Cameron Park does not currently have a'score booth that can be 'used by West Covina Girls
Softball during their games: This new second story score •boothF will, provide them with a safe
and suitable location to, use, for the management of their, ball games.
With the need to provide service in support of .its role as a child care center, the existing finish
flooring in the Palmview. Park Community. Center kitchen has become` overly worn and damaged
and must now be replaced.
The kitchen at the Shadow Oak Park Community :Center has been in use since January 12,
1980; during that ..time' it's appliances,.-` fixtures and furnishings have become worn and
damaged. „ This project will repair, replace and upgrade these items to better fit this facility's
use as- a childcare and- rental center, and to achieve compliance with current ADA.

The existing configuration of the main pedestrian_ entrance into the West Covina Senior Citizens
Center does not provide adequate wind protection for the building's public lobby area. When the
automatic sliding doors are. opened,_ the wind blows directly onto the reception desk disturbing
'paperwork, receptionists and customers. The building also loses an unusual 'amount of conditioned
air. through those open doors. This. projeci will fix these original design :problems and make the
building more energy efficient.
These projects were all approved as part of the 1999-00 CIP. process and have been combined
to provide for a.more economical and efficient project..
DISCUSSION:
This project was advertised in the McGraw Hill Company-F.W. Dodge publication and. in the San
Gabriel Valley Tribune on November 30 and December 7, 1999. A mandatory job -walk was held
on December 8, with four contractors present.
On December 14, .1999, one bid was opened and reviewed' in the office of the City Clerk. That
bid was from the Whelan Construction Company of West Covina, California, in. the amount of .
$98,989.
OPTIONS:
The alternative to the recommendation .is to reject the bids received and re -advertise. Since a
favorable bid within the estimated budget was received, it is likely, that costs- would not be
reduced any. further:
