9) TRAFFIC COMMITTEE MINUTES - February 17, 1987 (accept and file)
The following items were considered by the Traffic Committee
on the date specified with accompanying recommendations.
a) The request initiated by the City for installation of curve
warning signs on Whitebirch north of Charlinda-was approved.
b) The request of Mr. Joseph Pergl for relocation of a crosswalk
at.the intersection of California and Barbara was changed to
total removal because the need for this crosswalk no longer
exists.
c) The request of Covina -Valley Unified School District for the
installation of 20' of restricted parking north of Grove -
center School was approved.
d) Mr. Mel Young's request for a review of parking restrictions
on Garvey Avenue east of Citrus will be handled by the uzc
of truck parking restructions in this area.
e) A request of Mr. J. Valley for a traffic signal at the in,.er-
section of Shadow Oak and Gemini was denied.
f) The request of Mr. Gudson Owens for additional parking
restrictions on Glendora Avenue south of Barbara was approved.
g) The request of Mr. Virgil Goodman for street sweeping
restrictions on the northside of Garvey Avenue.between Azusa
and Homerest was referred back to'staff for additional study.
h) The request initiated by the City for street sweeping
restrictions on Francesca Drive between Woodgate and Nogales
was held over for further study.
i) The channelization plan and parking restrictions for the
intersection of Valley and Nogales initiated by the Los
Angeles County Department of Public Works was approved.
j) The City initiated review of the multiway stop signs at Pima
and Walnut Creek Parkway resulted in a recommendation that
the stop signs remain in place with further review in twelve
months.
10) CITY TREASURER'S REPORT FOR THE MONTH OF JANUARY, 1987
Treasurer's Report of cash balances and investments. (receive and file)
11) AWARD OF BIDS
a) SP 87173 - Street Maintenance and Rehabilitation
This project consists of the resurfacing of the eastbound
lanes of Valley Boulevard, from west city limits to east
city limits. The total construction cost is $103,841.93.
Recommendation is to a) transfer $114,000 from SP 87143
(127-320-3755-7200) to SP 87173 (127-320-3793-7200) and b)
accept the bid of VERNON PAVING COMPANY, Anaheim, in the
amount of $103,841.93 as submitted at the bid opening on
February 17, 1987, and authorize the Mayor and City Clerk
to execute an agreement for the work to be done.

11) b) PP 87212 - Chain Link Fence Improvement Around Ballfield,
Orangewood Park
This project consists of repairing the existing chain link
fence around ballfield in Orangewood Park located north of
Merced Avenue and west of Sunset Avenue. The total con-
struction cost is $5,660.03. Recommendation is to accept
the bid of ALCORN FENCE COMPANY, Sun Valley, in the amount
of $5,660.03 as submitted at the bid opening on February 17,
1987, and authorize the Mayor and City Clerk to execute an
agreement for the work to be done.

1) APPEAL OF DENIAL OF TIME EXTENSION -
TENTATIVE TRACT NO. 43042 (Roy McCleary)
The applicant requested a time extension for Tentative Tract No.
43042. The tract is located on the south side of Garvey Avenue
at Holt Avenue. The tract consists of 16 condominium offices.
The Planning Commission denied the request. The applicant has
appealed this decision. Staff is recommending approval of the
extension.
At its regular meeting of January 21, 1987 the Planning Commission
denied a request for the second one-year extension of Tentative
Tract No. 43042. The matter is before the City Council as the
result of an appeal by the applicant.

AVENUE AND VANDERHOOF DRIVE - Brian Barbuto Corporation - APPEAL
The applicant is proposing to construct 29 condominium units on a
2.05-acre site at the terminus of Virginia Avenue and Vanderhoof
Drive. On January 21, the Planning Commission voted 3 - 2 to
recommend to the City Council denial of the applicant's request
for a General Plan Amendment (Land -Use Element), an East Hills
Specific Plan Amendment and Zone Change, and denied the precise
plan and tentative tract map. The applicant has appealed the
decision of the Planning Commission. Staff is recommending the
appeal be granted and that all elements of this request be returned
to the Planning Commission for reconsideration and report to the City
Council for final action.

The City Council of the City of West Covina will consider the
approval of the issuance of certificates of participation by
the City of Covina for participation in a tax-exempt financing
for the benefit of Inter -Community Medical Center. A portion
of the proposed project (a hospice) is located within the City
of West Covina. Under the 1986 Tax Reform Act, this issuance
must also be approved by the West Covina City Council after a
public hearing.

1) SP 87175 - APPROVE PLANS AND SPECIFICATIONS -
STREET MAINTENANCE AND REHABILITATION
This project consists of the construction of an asphalt overlay
to improve the condition of a deteriorated street. The loca-
tions are various, citywide. Estimated construction cost is
$225,000.- Recommendation is to a) establish City Project SP
87175, and b) approve plans and specifications for SP 87175
and authorize the City Engineer to call for bids.

2) SP 87176 - APPROVE PLANS AND SPECIFICATIONS - BARRIER REMOVAL
The barrier removal project consists of construction of wheel-
chair ramps at the intersections of various streets citywide.
This improvement will eliminate barriers to handicapped persons
and will provide better accessibility for crossing streets.
The estimated cost of the project is $75,000. Recommendation
is to establish City Project SP 87176, and b) approve plans and
specifications for SP 87176 and authorize the City Engineer to
call for bids.

The 1986/87 budget provides for the purchase of eleven
vehicles for various city departments. Because of the
State's volume buying, we have found it beneficial in the
past to purchase city vehicles using the State of California
Vehicle Purchasing Program. The cost will be $117,671.43
plus tax, shipping and processing fees. Recommendation
is to authorize the purchase of eleven (11) vehicles for
the various departments through the State of California

PUBLIC SAFETY DIVISION
1) POLICE DEPARTMENT
a) LEASE AGREEMENT WITH WEST COVINA MITSUBISHI
The Police Department's Crime Prevention Unit is in need
of a vehicle to provide transportation of employees and
equipment to schools, community and Neighborhood Watch
Programs. A local car dealer has agreed to donate a
vehicle for that purpose. The City Council is requested
to approve that agreement. Recommendation is to authorize
the Chief of Police to enter into an agreement with West
Covina Mitsubishi to accept a 1987 Mitsubishi cargo van
pursuant to the conditions noted in the staff report.

b) CORRECTED 1986 CRIME STATISTICS

In January 1987 the.Police Department submitted a report
to the City Council detailing crime statistics for 1986.
A subsequent internal audit of the Department's computer
system detected an error in the software program that
resulted in a false count and an erroneous total. This
report addresses that error. Recommendation is to receive

on the proposed San Gabriel Valley Transportation Zone at the
request of some members for additional study time. The develop-
ment of cost-effective alternatives to current Rapid Transit Dis-
trict services has been proposed in the form of the San Gabriel
Valley Transportation Zone, designed to use the services of
private contractors for subregional transit under the direction
of a Joint Powers Authority. Because the decision to participate
in the Zone is a policy decision, staff does not recommend any
particular action on this matter. If the Council decides to
participate in the Zone, it is recommended that it adopt the
following resolution:
