It is recommended by the Personnel Commission that the City Council grant formal recognition to the following employee associations as the representatives for the respec- tive groups of employee's beginning August 1, 1986, and ending July 31, 1987: 1) West.Covina Communications Operator's Association for employees in the Communi- cations Operator Class. 2) West Covina City General Employee's Associ- ation for employee's in non-public safety, non -maintenance, non -confidential, and non-management/exempt classes.
