RECOMMENDATION: It is recommended that the City Council accept the 2005 California
Seat Belt Compliance Campaign (CSBCC) grant from the State Office of Traffic
Safety (OTS) and appropriate the $22,059 into 207.31.3110.5113.
DISCUSSION:
To date, the Police Department has obtained several competitive seatbelt enforcement grants
from the State Office of Traffic Safety (OTS), under the California Seat Belt Compliance
Campaign (CSBCC). This grant exclusively funds overtime for enforcing seat belt compliance,
and no other costs (e.g., equipment, training, etc.) are allowed by OTS.
The Police Department recently obtained a new grant of $22,059 to continue these seatbelt
enforcement activities during the upcoming nationally coordinated mobilization periods in May
and June. As with past OTS grants, an appropriation must be made in this amount, before the
Police Department conducts the grant funded activities and submits for reimbursement from the
State.
FISCAL IMPACT:
This grant will fund up to $22,059 for overtime enforcement and reporting of mandated data,
with no local match and thus no burden on the General Fund. As with all OTS grants, the funds
are reimbursable, meaning that the City must first appropriate funds and incur expenses before
OTS will reimburse them.
