Wills, Chief.of Police SUBJECT: APPROPRIATING STATE SUPPLEMENTAL LAW ENFORCEMENT SERVICES FUNDS (SLESF) FOR ON -GOING POLICE OFFICER GRANT RECOMMENDATION: It is recommended that the City Council appropriate $164,605 from the fund balance of Fund 155 (the State Supplemental Law Enforcement Services Fund) to 155-320-2110-5XXX, to cover the on -going three-year cash match requirement associated with the three police officer positions created under the federal COPS Universal Hiring Program grant. . DISCUSSION: On October 15, 2002 (item C-4e), the City Council accepted a competitive Universal Hiring Program (UHP) grant from the federal Office of Community Oriented Policing Services (COPS). This grant contributes $225,000 toward the creation of three new police officer positions deployed in the community, over a three year period. The Department is in the first year of this grant. The COPS UHP grant funds only new police officer salaries and salary -derived benefits — no supplies, overtime, training, or equipment is allowed. The COPS UHP grant further requires a non-federal cash match, which the City met by appropriating State Supplemental Law Enforcement Services Funds (SLESF). The SLESF grant must, according to State legislation, be spent on additional front-line law enforcement. Neither the COPS UHP grant nor the SLESF grant can be used to supplant existing local costs. Using them together in this manner is entirely in keeping with their respective requirements and legislative intents. In late November of 2003, the City electronically received its latest SLESF grant from the State, in the amount of $164,605. This amount should now be appropriated from the fund balance to meet the on -going cash match requirement associated with the federal COPS UHP grant. FISCAL IMPACT: There is no impact on the General Fund. Continuing to use the State SLESF grant to meet the on -going cash match requirement of the federal COPS UHP grant (as previously approved by the City Council) is in keeping with the legislatively dictated purposes of both grants.
