Wills, Chief of Police SUBJECT: PURCHASE OF POLICE VEHICLES RECOMMENDATION: City of West Covina Memorandum AGENDA ITEM NO. B-6e DATE January 21, 2003 .It is recommended that the City Council authorize the purchase of police vehicles (3 Patrol vehicles, one Detective Bureau vehicle, and one motorcycle) as follows: 1. Find that the Los Angeles County bid number S-200205 satisfies the City's bid process and approve the purchase of three (3) Ford Crown, Victoria Police Interceptor vehicles from Wondries Ford of Alhambra for $74,354, including tax. 2. Find that Los Angeles County bid number S-208824 satisfies the City's bid process and approve the purchase of one (1) Chevrolet Impala from Clippinger Chevrolet of West Covina for $21,149.47, including tax. 3. Authorize the purchase of one BMW RI 150RT-P from Brown Motor Works of Pomona (the local distributor for the sole -source police buy-back program offered . by BMW) for $19,750.21, including tax. DISCUSSION: West Covina's adopted FY 2002-03 budget includes $151,788 for the replacement of high - mileage police vehicles, including four automobiles (three from Patrol and one from the Detective Bureau) and one motorcycle. Due to the one-time delays stemming from both the manufacture remodeling and the conversion logistics, fewer vehicles needed to be replaced this fiscal year. As they do every year, Los Angeles County conducted a formal bid to locate the best price for patrol vehicles (Ford Crown Victoria Police Interceptors). Subsequently, City Yard staff obtained this pricing deal. Under bid number S-200205, Wondries Ford of Alhambra again offered the best unit price of $24,784.51, including tax. Purchasing three Crown Victorias at the price offered by Wondries will total $74,354. Similarly, Los Angeles County conducted a formal bid for suitable non -patrol police vehicles. Under bid number S-208824, the best unit price for a Chevrolet Impala came from a local vendor, Clippinger Chevrolet of West Covina, for $21,149.47, including tax. For the motorcycle, BMW is the sole manufacturer who offers a special motorcycle package directly to police agencies with a guaranteed three-year buy-back of $9,433 (West Covina has utilized this offer .for the, past several motorcycle replacements). Brown Motor Works of Pomona is the nearest distributor of the special motorcycle package. The cost for one BMW R1150RT-P from Brown Motor Works of Pomona totals $19,750.21, including tax. Smaller purchases (conversion, purchasing decals, mounting, purchasing a motorcycle -mounted radio, etc.) will also be made as part of this vehicle replacement,. and the Police Department will turn over responsibility for police vehicle purchases to City Yard next fiscal year, in order to be consistent with citywide practice. In order to partially alleviate the burden on the General Fund, $73,500 will come from Public Works' Fleet Management account (365-320-3273-7170). That amount was originally approved for purchasing three vehicles for Public Works building inspectors, but instead, three refurbished Police vehicles were rotated and converted to meet that need. The remaining amount for the current purchase (up to $78,288) will come from the Police Department's vehicle account, 110- 320-2110-7170. Frank J.
