SUMMARY: The Police Department obtained additional competitive grant fiends totaling;
$15,000 for the G.R.E.A.T. (Gang Resistance Education And Training) program.
BACKGROUND:
G.R.E.A.T. (Gang Resistance Education And Training) is a proactive crime prevention and gang
reduction program that serves to steer middle -school age youth away from gangs. The success of
the G.R.E.A.T. program has been documented in a nationally accepted social science research
project. The program, taught by West Covina Police Department personnel, is enjoying similar
support here in West Covina.. ,
Tlie Police Department previously obtained two competitive grants for the G.R.E.A.T. program
from the federal Bureau of Alcohol, Tobacco & Firearms (ATF), approved by the City Council
on February 20 and August 21, 2001.
DISCUSSION:
The Police Department recently received a new grant of $15,000 for this program. These grant
funds will provide financial support for the G.R.E.A.T. program over the next year.
FISCAL IMPACT:
The City of West Covina will receive an additional $15,000 for the G.R.E.A.T. program. There
is no local match requirement for these funds, but since this grant is reimbursable, the City must
first appropriate the funds and incur the expenses before the ATF will reimburse them.
RECOMMENDATIONS:
It is recommended that the City Council:
1. Accept the grant and appropriate the additional $15,000 as follows:
$9,000 into 141-320-2110-6220 for curriculum supplies & equipment
$3;000 into 141-320-2110-6050 for G.R.E.A.T. training
$3,000 into 141-320-2110-5113 for G.R.E.A.T. overtime
2. Authorize City Staff to complete relevant paperwork required by the ATF.
