M-1 DATE January 22, 2002 PAROLE OFFICE EXPANSION CONSIDERATIONS SUMMARY: On January 8, 2002, the City Council requested information regarding parolees who live in West Covina as well as other statistical information regarding parolees and other registrants that reside within the City. This information is being requested due to the proposed expansion of the Parole Office located at 1837 W. Badillo Ave. BACKGROUND: On January 8, 2002, the City Council continued discussions regarding the proposed expansion of the Parole Office currently located at 1837 W. Badillo Ave. As a result of that discussion several items of statistical information have been requested regarding the parolee population residing in West Covina. DISCUSSION: The Police Department relies on LEADS (Law, Enforcement Automated Data System) which is a California Department of Corrections (CDC) database for statistical information regarding the parolee population. The LEADS system is not always accurate, especially in regards to the exact number of parolees listed as living. in the City of West Covina. However; it remains the most accurate measure available. I On January 11, 2002, a hand search of the LEADS system was conducted. There are 518 current and former parolees described as living in West Covina. The following provides additional information: • 406 of the 518 parolees listed were assigned to the West Covina Parole Office. • 112 of the 518 are being supervised out of other Parole Offices. • There are 291 active parolees living in West Covina. This number changes each month. There are 115 former parolees living in the City. (291 + 115 = 406) •. There are 38 parolees at -large (PAL's) who are unsupervised. They are assigned to the West Covina Office, but their whereabouts are unknown. • 37 of the 518 parolees had their parole revoked in the past year and were sent back to prison. There are 27 pre-release parolees, meaning that they are still in prison awaiting release into West Covina. The.most recent information from the West Covina Parole Office shows that they are supervising 265 active parolees who live in West Covina. This total is less than the 291 reflected in the LEADS database. For the.calendar year 2001, West Covina Police Department arrested 151 known parolees. These subjects were identified by having a parole hold placed on them once they were arrested. Of these 151 arrests, 44 of were for parole holds only.. The remaining 107 individuals were arrested with additional charges, ranging from violent felonies to misdemeanors. The majority were for narcotics violations. The City Council also requested information regarding the number of Sex and Narcotics Registrants residing in West Covina: 1. .There were 169 Sex Registrants residing in West Covina as of January 11, 2002. • � 20 of these registrants are currently on parole • 1 is a high -risk sex offender. High risk is a registrant with multiple convictions for violent sex offenses. 143 are considered "serious offenders." Serious offenders are required to register due 'to a conviction of one of various sex crimes including child molestation. • 25 are considered "other offenders." :These registrants have been, convicted of spousal rape. or indecent exposure. 2. There were 99 Narcotic Registrants residing in West Covina as of January 11, 2002. • Once a Narcotic Registrant is off probation or parole, they are no longer required to register With the Police Department. Tlie Police Department analyzes data from 156 geographical statistical reporting areas in West Covina used to measure crime statistics. The Police Department uses these reporting districts to measure major -crimes, total reported, crimes, and police calls for service. The proposed Parole Office expansion shares reporting districts-3 and 4. Attachment "A" shows that the two reporting districts where the proposed expansion will be located has fewer major crimes, fewer reported crimes of all types, and fewer police calls for service than the City average. However, it should be noted that these totals increased in calendar year 2001. There are an additional 18 reporting districts in West Covina which encompass empty or nearly empty space where very few incidents occur. Examples would be a wilderness area or vacant land. -Because they do not contain residential populations or businesses, we typically do not include these areas in analyzing crime data. In order to present comprehensive information to the City`Council, these additional reporting districts are included in Attachment `B." The proposed expansion will be less than. a quarter mile from Manzanita Elementary School, Baldwin Park High School, a child care facility, and a pre-school site. There is some statistical information the Police Department is unable to provide. This includes . the following: • How many crimes m West Covina are committed by parolees (the Department does not make arrests for all crimes committed)? • How many parolees commit crimes in West Covina? Statewide research revealed that 60% of parolees -are arrested and return -to- prison within five .years of being released. • How.manyparolees at large (PAL's) reside in West Covina? RECOMMENDATIONS: It is recommended that the City Council receive and file this report. The proposed Parole office expansion will share two of these reporting districts (districts 3 and 4). The below table shows that the two reporting districts where the proposed expansion will be located has fewer- major crimes; fewer reported crimes of all' types, and fewer police calls for service than the City average. Reporting Districts 3 and 4 are located at the extreme north end of West Covina. They are bordered on the east by Orange Avenue and the County area of Covina. The west border is Lena Avenue and Baldwin Park High School. The north border is San Bernardino Road and the south border is Puente Street.
