P.O.S.T. MINI -SKILLS TRAINING CENTER CONTRACT
SUMMARY: The Police Department is requesting City Council approval to accept
$103,358 from the California Commission on Peace Officer Standards
and Training (P.O.S.T.) to purchase a second skid car and . other
equipment for our Mini -Skills Training Center. There are no matching
fees.
BACKGROUND:
Earlier this year the West Covina Police Department Simulator Training Center became
one of only 22 Commission on Peace Officer Standards and Training (P.O.S.T.)
Certified Mini -Skills Training Centers. At that time, P.O.S.T. fully funded the $432,000
replacement cost of the department's Force Options and Driving Simulators to insure a
state-of-the-art training facility. This required a five-year commitment to train law
enforcement officers, which was unanimously supported by the City Council.
P.O.S.T., in an effort to expand their support for existing Mini -Skills Training Centers, is
currently offering to provide total funding in the amount of $103,358 for the purchase of
related state-of-the-art equipment, which will both compliment and expand the quality of
the current training. P.O.S.T. will also require that agencies accepting their funding
continue to provide law enforcement training for a five-year period. That time period
will run simultaneously with the department's current commitment to RO.S.T. under two
related contracts.
DISCUSSION:
The West Covina Police Department P.O.S.T. Certified Mini -Skills Training Center
currently utilizes state-of-the-art driving and Force Options Simulators to train California
Law Enforcement Officers. The department is also currently under contract with
P.O.S.T. to provide designated training for a five-year period.
In addition to providing simulator training, the department offers a hands-on driving
course utilizing a skid -car platform. The department also provides weaponless defense
and impact weapons training to West Covinapersonnelon a limited basis.
P.O:S.T. wants to provide additional financial support for their mini -skills training sites
and is currently offering to purchase for the Department's Training Center a second skid
car and related equipment (refer attachment) for an amount not to exceed $103,358. This
equipment would significantly enhance our current training capability for West Covina
Police Department personnel and provide for a comprehensive course offering
commensurate with that of other competitive mini -skills training sites. The addition of a
second skid car would also allow us to increase the size of the current classes.
By accepting. this P.O.S.T. funding, the department will be obligated to. provide both
driver awareness hands-on training and arrest and control courses for California peace
officers for a five-year period. The five-year provision will run concurrent with the same
time requirement the department committed to earlier this year when we entered into a
contract with P.O.S.T. and in return received over $432,000 in equipment upgrades. By
providing the mandated training, the department will also be able to charge for the
training and generate revenue.
The proposed contract will require the police department to initially purchase the
designated training items up to the specified limit. Upon receipt of the purchased items,
_:the police department will bill P.O.S.T. for the total agreed upon limit. P.O.S.T. has
promised to quickly pay the demands.
FISCAL IMPACT:
There will be no cost to the city. No matching funds are required, however, the police
department will have to initially purchase the designated training equipment (refer.
attachment) for a total cost not to exceed $103,358. The full purchase ,cost will be
quickly refunded to the City by P.O.S.T.
RECOMMENDATION: It is recommended that the City Council approve the
following items:
1) Authorize the Chief of Police to enter into an agreement with the Commission on
Peace Officers Standards and Training (P.O.S.T.) to provide P.O.S.T. Certified
Driving Simulation Training Courses for in-service officers, at an established rate for
A five-year period. In return, P.O.S.T. will refund to the police department the total
purchase cost of designated training equipment (refer attachment) in the total amount
of $103,358.
2) Authorize the police department to purchase designated training equipment (refer to
attachment) from Skid Car of America, pursuant to P.O.S.T. requirements, for a total
amount not to exceed the established limit of $103,358 from Account #371-320-
2801-7160 to be reimbursed by P.O.S.T.
