At this time the City Council will receive comments on any non -hearing

Location: East of Nogales, south of Amar. The staff recommenda-
tion is to accept waterline improvements and authorize release

Review staff report. It is recommended that the• City Council
accept the bid of Al -Mac Landscape of Azusa, in the amount of
$13,792.50 as submitted at the bid opening on February 18, 1986,
and authorize the Mayor and City Clerk to execute an Agreement
with said Al -Mac Landscape for the work to be done.
TS-86104 AND.TS-86119 - VALINDA AVENUE SIGNAL PROJECT
Review staff report. It is recommended that the City Council
accept the bid of Steiny and Company of Fullerton, in the amount
of $395,842 as submitted at the bid opening on February 11,
1986, and authorize the Mayor and City Clerk to execute an
Agreemenr with said Steiny and Company for the work to be done,
subject to concurrence by the State of California, Department
of Transportation and the Federal Highway Administration.
PARK TREE TRIMMING - PROJECT NO. 86PT-2
Review staff report. It is recommended that the City Council
accept the bid of Johnny's Tree Service of Valinda, California,
in the amount of $7,778.00, as submitted at the bid opening
on February 10, 1986, and authorize the Mayor and City Clerk
to execute an agreement with said Johnny's Tree Service for
the work -to be done.
SPECIFICATION NO. CC-3-86 - MAINTENANCE OF LANDSCAPING SYSTEMS
& HARDSCAPE OF THE LOS ANGELES CO. -WEST COVINA CIVIC CENTER
Review staff report. It is recommended that the City Council
accept the bid of Creative Landscaping, Inc. of Placentia, in
the amount of $49,800 annually and authorize the Mayor and City
Clerk to execute an Agreement with said Creative Landscaping,
Inc. for the work to be performed.

E. COMMUNITY SERVICES DIVISION
1) DIAL -A -RIDE PROGRAM
Review staff report. Recommendation is that the City Council authorize
staff to:
1. Submit an amended Project Description to the Los Angeles County
Transportation Commission;
2. Amend the current contract with Pacific Busing to increase the
number of hours of operation of the current part-time vehicle;
3. Appropriate $9,010 to cover the cost of this change in the scope
of service.

2) AMENDMENT TO BKK TRANSITION LAND USE PLAN MEMORANDUM OF UNDERSTANDING
Review staff report. It is recommended that the City Council approve
the proposed amendment to the BKK Landfill Transition Memorandum
of Understanding, and authorize the Mayor and City Clerk to execute
it on behalf of the City.

1) MID -YEAR BUDGET REPORT
Review staff report. It is recommended that the City Council receive
and file the Mid -Year Budget Report and approve supplemental appropria-
tions from contingency reserves in the General Fund for Police
Department personnel costs ($28,600), and Jail Rental ($12,000),
Fire Department personnel costs ($105,000), and City Clerk personnel
costs ($6,000); and, that the City Council approve supplemental
appropriations from contingency. reserves in the Water Fund for
Engineering Department electricity and water costs ($105,000).
