Wills, Chief of Police ®pRiNTED ON RECYCLED PAPER SUBJECT: GRANT -FUNDED STUDENT STIPENDS SUMMARY:. The City Council already approved and appropriated the Police Depart- ment's School -Based Partnership grants from the Federal Office of Community Oriented Policing Services. Part of the grant requirements are that we include students in the ,grant -funded activities. A direct authorization of the. already -appropriated grant -funded 'student stipends will facilitate prompt implementation of these grants. BACKGROUND: The Police Department's federal School -Based Partnership grants have already been approved and appropriated by the City Council (see Items G-1 on February 16, 1999 ,and B-6-d on October .19, 1.999). That appropriation included over $2,500 for stipends for an estimated fifteen ,students to help with survey research and contribute their ideas to improving school safety, which is a requirement under the federal grant rules. DISCUSSION: These grants will allow us to research and address school crime problems by funding a collaborative effort between police, school officials, and students. The amount already approved and appropriated is considered an appropriate incentive amount for students' effort under the grants. FISCAL IMPACT: This represents no cost to the City, because there is no match under these grants. The grant funds have already been approved and appropriated. RECOMMENDATION: It is recommended that the City Council: Authorize the grant -funded stipends for students, to be issued monthly. .
