SUBJECT: 53RD PRESIDENTIAL INAUGURAL
SUMMARY: The Chief of Police requests the City Council approve the West Covina
Police Department `s participation in the 53rd Presidential Inaugural held January 20, 1997.
DISCUSSION: As Council is aware, the President will be sworn in on January 20, 1997,
and our country will celebrate with an inaugural parade, "An American Journey - A Bridge to
the 21 st Century". As a part of that parade, the law enforcement community will send
representatives from throughout the nation to both walk and ride horses in that parade. .
From California, three police departments have been asked to participate in this parade, the
Cities of San Francisco, Santa Monica, and West Covina, which I find quite an honor to be a
participant. The parade committee is asking for two mounted officers to ride and two officers
,to walk.
FINANCIAL: Unfortunately, the Presidential Inaugural Committee is not able to offer
participants financial assistance. With the cost of shipping our horses to Washington, D.C.,
and the cost of hotels and meals, I anticipate the cost to the city to be.around $4,000. If we
are unable to find supplemental. funding, I may be able to absorb that cost in my budget. ° The
officers will be sharing a room with officers from Santa Monica which will help defray some
of the costs.
RECOMMENDATION: It is recommended that the City Council approve the West Covina
Police Department's participation in this prestigious event.
