SUMMARY: The Police Department has received Council approval to expand the
current Plaza sub -station into the Community Education Center (CEC). To
accomplish this, Council approved the plans and specifications and authorized
Staff to conduct a formal construction bid process. Staff is prepared to award
the bid to Armstronq Construction.
BACKGROUND: On October 4, 1994, Council approved 'the creation.of the Community
Education Center ald the D.E.R. funding necessary to re -model the new store
location in the Plaza.
On October 18, 1994, Council approved the plans and specifications for the
re -model of the Community Education Center and authorized Staff to begin the
formal bid process for construction.
On December 27, 1994, Staff conducted a formal bid opening. The bids ranged
from a low of $39,836 to a high of $79,300.: The lowest bid was made by
Armstrong Constuction, of West Covina.
FISCAL IMPACT: The Police Department has received Council approval to expend a
maximum of $40,000 from Drug Enforcement Rebate (DER) funds to initiate the CEC
re -model project. Staff will be returning to Council for additional DER funding
to complete the alarm, signage, and furniture portions of the project.
RECOMMENDATION: The City Council award the bid to Armstrong Construction for a
total cost of $39,836.
