C-7c suaiEcr: SIGNATURE AUTHORIZATION FOR THE rT January 18 , 19 94 EMERGENCY MANAGEMENT ASSISTANCE PRO�� SUMMARY: Staff is requesting approval of the change in the alternate signature, in the absence of the City Manager, for 'the Emergency Management Assistance Program. BACKGROUND The City of West Covina receives partial reimbursement of funds for the Office of Emergency Services (OES) under the State's Emergency Management Assistance (EMA) Program. Pursuant to EMA guidelines., the City submits quarterly claims for reimbursement. These claims are signed by Basil Panas, Controller, and James E. Starbird, City Manager and Director of Office of Emergency Services. On occasion, the City Manager performs City business that takes him away from his office. Pursuant to Resolution No. 8270, the Police Chief is authorized to sign the EMA claims for reimbursement. Additionally, Resolution No. 8509 specifically names former Police Chief Ronald E. Holmes as the authorized official for signature. We need to revise our records to show our current Police Chief, John T. Distelrath, as the authorized official to sign EMA reimbursement claims in the absence.of the City Manager. RECOMMENDATION It is staff s recommendation that Council adopt the following resolution: RESOLUTION NO. A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF WEST COVINA, CALIFORNIA, AUTHORIZING THE ALTERNATE SIGNATURE, IN THE ABSENCE OF THE CITY MANAGER, FOR REIMBURSEMENT CLAIMS UNDER THE EMERGENCY MANAGEMENT ASSISTANCE PROGRAM. do�n T. Distelrath, Chief of Police Public Safety Division Manager JTD/DNP RESOLUTION NO A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF WEST COVINA, CALIFORNIA, AUTHORIZING AN ALTERNATE SIGNATURE, IN THE ABSENCE OF THE CITY MANAGER, FOR REIMBURSEMENT CLAIMS UNDER THE EMERGENCY MANAGEMENT ASSISTANCE PROGRAM. WHEREAS, Resolution No. 8509, adopted on May 14, 1990, specifically, names former Police Chief Ronald E. Holmes as the authorized alternate official for signature of Emergency Management Assistance Program reimbursement claims, and WHEREAS, revision is required to reflect our current Police Chief, John T. Distelrath, as the authorized alternate official for signature of the Emergency Management Assistance Program reimbursement claims. NOW, THEREFORE, BE IT RESOLVED by the City Council of the City of West Covina as follows: Section 1. The following named individual, in the absence of the City Manager, is hereby authorized to execute for and in behalf of the City of West Covina, a public entity established under the laws of the State of California, applications and documents for the purpose of obtaining financial assistance under the Federal Civil Defense Act of 1950, as amended (Public Law 920, 81st Congress, 50 USC App. 2251-2297).
