SUMMARY: The Police Department has funds in the 1993-94 Budget to re -model the
Police building lobby in order to increase safety for Department personnel. The
Department is recommending the HMC Design Group of Ontario to provide
architectural services.
BACKGROUND: The Police Department lobby is accessible by the general public.
This provides a friendly atmosphere in which to conduct business with the
public, but also increases the potential for a crazed or vengeful person to
bring weapons into the building and injure or kill Department employees. At the
moment, there is no protection afforded to those employees that work directly
in view of the public.
The Department has formed an Architectural Committee to suggest ways of
improving safety for employees, while at the same time maintaining the ability
to have direct contact with the general public. Several design options have
been explored and approved by the Police Chief.
The next step in he process is to hire an architectural./firm to provide design
services, plans, and specifications for the re -model. The Department solicited
for proposals and received responses from four architectural firms. The firms.
responding were:
BCER Architects, Inc.
Claremont Environmental
Gillis, Iler & Clark
HMC Design Group
Design Group, Inc.
The committee met with°representatives from the four firms to discuss their
qualifications and the costs of their design services. The range of their
proposed fees was $12,800 to $35,000.
The committee selected HMC Design Group as the firm that would provide the
highest level of service to the City. Their proposed fee for architectural
services is $14,000. This fee includes preparation of construction documents,
meetings with the committee and City Council, and construction observation
phases.
FISCAL IMPACT: The proposed cost for design services by HMC is $14,000. They
will also bill the City for reimbursables at their cost. These include plan bid
sets, check sets, and prints. The estimated cost.of reimbursables is $4,000.
RECOMMENDATION: The City Council approve a design services contract with HMC
Design Group for the re -model of the Police lobby for a total fee, including
reimbursables, not to exceed $18,000. The fu"riding for this project has been
approved by Council in the 1993794 Drug Enforcement Rebate (SET) budget.
