SUMMARY: The Police Department requests authorization to increase its Community
Service Officer staffing;level.by one position to take advantage of funding
to be provided by CenterMark Properties.
BACKGROUND: The Police Department opened the Plaza sub -station in May, 1993.
CenterMark Properties provided the store -front facility and construction funds
at no charge to the City. The only costs incurred by the City in the day-to-day
operations of the sub -station are the utilities and personnel costs.
Staffing at the sub -station has been done by shifting various personnel
assignments within the Police Department, in order to be able to staff the
sub -station on a full time basis, seven days a week.. Originally, the Department
had planned on using Police Officers to staff the sub -station by having each
Division provide Officers on a rotating basis throughout the week. The
logistics of this approach, in combination with workload demands, proved to be
unmanageable., As a temporary alternative, in order to keep the sub -station
open, the Department assigned two full-time Community Service Officers
(CSO's) and one full-time Clerk to staff the store. This left the Patrol
Division two CSO's short in the day-to-day deployment, which, is not an
acceptable long-term solution.
The management of the Plaza was approached and asked if they could fund any
positions in the,sub-station in order to help relieve the burden on the
Department. While they were receptive to the idea, Plaza management did not
have any budgeted funds available to assist us. The same proposal was made to
CenterMark management in St. Louis, and a commitment was obtained from
CenterMark to fund one-half of a CSO position through the end of 1994 and then
to fully fund one CSO position from that point forward.
The salary and benefits cost for one top step CSO is currently $40,279. The
Police Department will have sufficient funds in the 1993-94 Budget to fund
one-half of a CSO through the end of fiscal 1994 and will budget $10,070 in the
1994-95 Budget to continue funding one-half of a CSO until January 1995..At
that point, CenterMark will fully fund the position.
The sub -station requires two full-time personnel positions in.order to be open
seven days a week. The Police Department will continue to provide.one
additional CSO to staff the sub-station.so that it can be open on a full-time
basis.
FISCAL IMPACT: The 1993-94 Budget will have sufficient funds to pay for
one-half of an additional CSO through June 30th, and hence will not be
affected. The 1994-95 Budget will include an additional $10,070 in order to
fund one-half of a CSO through December 31, 1994.
RECOMMENDATION: City Council authorize the Police Department to increase its
Community Service Officer staffing levels by one position. Funding for that
position will be as described above.
