ENFORCEMENT PROGRAM N. A.I.D.E.P.) DATE FEBRUARY 2, 1993
SUMMARY; The California Highway Patrol, Baldwin Park Office, has been awarded
a grant from the Office of Traffic Safety to initiate,a D.U,I. (Driving Under..
the Influence) program,' The program is a cooperative effort of'several area
police departments including: Azusa Police Department, Baldwin Park..,Pp]..i,ce
Department, Covina Police Department, Glendora Police Department,-Irwinddle
Police Department, as well as West Covina Police Department.,;0.ffi:cers ll.,be:
assigned to the task force on specific target dates. The officers will work on
an overtime basis, and the grant will reimburse the,City for .thel ove`rtime.costs
incurred.
BACKGROUND: The V.A.I.D.E.P. grant, State Project Number AL9305 will target
48 dates in 1993. The task force will rotate its efforts between the
cooperating cities, eight of the dates will focus on.West Covina, The task
force will be comprised of sixteen officers, two from each agency and four
C,H,P, officers, and one C.H.P. Sergeant. The officers will operate two
officer cars, one car supplied by W.C.P.D, for which we will be'rei.mbursed for.

The grant recognizes that when the task force is operating in West Covina there
will be a need for additional support personnel. The grant authorizes `for the
reimbursement of one additional jailer and one additional dispatcher, so the
normal level of service within the City will not be adversely"impacted.
All misdemeanor reports generated by the task force will be reviewed and
submitted to the appropriate court by the C.H.P. Any fines generated from the
disposition of criminal cases and citations occurring within the City of
hJest Covina will. be forwarded to the City through normal channels. The grant
allows for up to_63 hours of overtime.pay, if officers are subpoenaed to court
on V,A.I.D.E.P, cases.
FiSCAL IMPACT: The V.A.I.D,E.P. grant was designed to reimburse the City for
all foreseeable costs. No additional expenses are expected, and additional..
revenues, from convictions, can reasonably be expected.
RECOMMENDATION: It is staff's recommendation that the Chief of Police be
allowed to enter into an agreement allowing the Police Department-toparticipate in the V.A;I,D.E.P. grant. It is also'staff's recommendation
